From November 30 to December 1, a selection of projects was carried out for the upgrade of thermal power plants with the start of power supply in 2026 (COMmod-2026). On December 1, preliminary results of the selection were published on the website of System Operator of the Unified Power System. A total of 54 applications were submitted for participation in the selection. Fifteen applications from six energy companies were selected.
Of the 15 selected bids, 8 were accounted for the first pricing zone (European part and the Urals). Tatarstan is represented by one project, the upgrade of the turbine at the Nizhnekamsk CHPP-1 of TGK-16. According to preliminary results, the TGK-16 energy company (part of TAIF Group) received the right to upgrade 100 MW of capacity with the replacement of the turbine and its auxiliary equipment, closing the list of selected projects in the first pricing zone with the highest price indicator.
Within a month, the UPS System Operator will check the reliability of the projects’ technical parameters indicated by the participants, after which the Russian Government will approve the final list of COMMod-2026 projects.
For TGK-16, this will be the fifth project within the upgrade programme of generating facilities of thermal power plants. In February of this year, four applications from the energy company have already been selected for 2025. The upgrade of steam turbines at Nizhnekamsk CHPP-1 and Kazan CHPP-3 with a total capacity of 417 MW will result in increasing the efficiency and reliability of heat and power supply to consumers.
Tatarstan President Rustam Minnikhanov had a meeting with Ambassador Extraordinary and Plenipotentiary of the Republic of Uzbekistan to the Russian Federation Botirzhon Asadov. The meeting took place at the Tatarstan Government House.
The parties discussed the development of cooperation between Tatarstan and Uzbekistan, aimed at strengthening Russian-Uzbekistani relations. Further ways to develop trade and economic ties were considered in the context of the coronavirus pandemic, in particular, an increase in the volume and range of mutual supplies of goods and services. They also spoke about issues of interaction in the field of education, culture, and tourism.
The meeting was attended by Deputy Prime Minister and Minister of Industry and Trade of Tatarstan Albert Karimov, Chairman of the State Committee of Tatarstan for Tourism Sergey Ivanov, and others.
On December 1, a grand opening of the Made in Uzbekistan business mission took place at the Korston Hotel in Kazan. Deputy Prime Minister and Minister of Industry and Trade of Tatarstan Albert Karimov, Ambassador of the Republic of Uzbekistan to Russia Botirzhon Asadov, and Chairman of the Tatarstan Chamber of Commerce and Industry of Shamil Ageyev spoke to the guests. First Deputy Minister of Investment and Foreign Trade of the Republic of Uzbekistan Laziz Kudratov addressed the participants of the business mission via video link.
Tomorrow, on December 2, the business mission will continue. Korston will accommodate product displays of advanced Uzbekistani manufacturers. At 15:00, the ballroom will host a New Year’s theatrical performance and a fashion show. The business mission’s programme includes panel and round table discussions, presentations of the export potential in Uzbekistan and wide opportunities for investment projects, meetings of Uzbekistani producers with Russian businesses.

The organiser of Made in Uzbekistan is the Exports Promotion Agency under the Ministry of Investment and Foreign Trade of the Republic of Uzbekistan.
On November 30, 2020, a gala concert of the 8th Our Time - Beznen Zaman Republic’s Annual Open TV Festival of Working Youth Creativity was held at the Pyramid Entertainment Centre. Tatarstan President Rustam Minnikhanov took part in the opening ceremony and greeted the participants of the Festival, organisers, heads of enterprises, and spectators.
The team of the Kazan Traffic Safety State Budgetary Institution became a three-time winner of the Festival’s Grand Prix.
The Republic’s festival of working youth creativity has been held in Tatarstan with the support of the President of the Republic since 2013. The festival is a socially significant project that has no commercial purposes. The main mission of the event is forming a new generation of workforce, popularising blue-collar and white-collar jobs, and uncovering the creative potential of young professionals working at enterprises and organisations of the republic.
Since 2016, by the decision of Tatarstan President Rustam Minnikhanov, the festival was given the status of an annual one.
Since 2019, the Festival has been held under the auspices of the Commission of the Russian Federation for UNESCO, which testifies to the compliance of the goals and objectives of the project with the priorities of UNESCO in the field of youth policy.
As part of the resumption of the mechanism of a unified regional subsidy, the budgets of Russian regions will be able to reimburse part of the costs of industrial enterprises for connection to electric and other grids, payment of the 1st instalment upon signing a lease agreement, or purchase of new equipment. This was reported by the press service of the Russian Ministry of Industry and Trade.
The message specifies that within the framework of the renewed mechanism, it is planned to use increasing coefficients. For example, in case the constituent entity of the Russian Federation is included in the list of priority geostrategic territories or in the list of regions with a low level of socio-economic development. To resume the mechanism of a unified regional subsidy, the Ministry of Industry and Trade agreed on the redistribution of its funds, within the limits allocated by the Ministry of Finance, in the amount of RUB 1 billion annually from 2021 to 2023.
The mechanism for providing a unified state subsidy was tested in a pilot mode and implemented in 2016. State support funds were provided to the Republic of Crimea, Stavropol Territory and the Republic of Udmurtia, where it was possible to attract more than RUB 7 billion of off-budget investments. The resumption of this mechanism is provided for by the Russian Federation Spatial Development Strategy.
Earlier, Prime Minister of Russia Mikhail Mishustin approved the corresponding resolution “On Amending the Resolution of the Russian Federation Government No. 194 dated March 15, 2016”.

The aggregate amount of announced investment in development and innovation infrastructure is RUB 43 billion. Rishat Nabiullin spoke about the activities of the Tatar Cultural Centre, about the events held this year, and thanked the leaders of Tatarstan and the National Council of the World Congress of Tatars, the Representative Office of Tatarstan in Uzbekistan for the continuous attention to, and support of, the Tatars in Uzbekistan, despite the far distance from their historical homeland.
As part of the event, an award ceremony was held with the presentation of diplomas and memorable gifts to the winners of the creative contest, in which, in addition to Uzbekistani participants, a part was taken by Tatars from all over the world.
On November 27, chaired by head of the Russian Engineering Union (SoyuzMash) and head of the Rostec Corporation Sergey Chemezov, an expanded meeting was held by the Bureau of the SoyuzMash and the League for Assistance to Defence Enterprises Association. The topic of discussion was the development vectors of the youth policy at the SoyuzMash. The meeting was held via videoconference.
Sergey Chemezov noted that the SoyuzMash of Russia has been actively implementing youth policy in the mechanical engineering industry for more than ten years by overseeing technical education and training of qualified workers, as well as engineering and technical specialists. Now the Union includes 87 higher educational institutions and 18 secondary vocational education institutions.
In his speech, First Vice President of SoyuzMash Vladimir Gutenyov reported on the achieved results of the youth policy at SoyuzMash in accordance with the tasks set by the President of Russia: the implementation of ambitious engineering projects and participation in global leadership.
Special attention at the meeting was paid to the large-scale youth forum “Engineers of the Future”, the All-Russian Forum “Scientific and Technical Development and the Global Leadership Tasks”, as well as the No-Turnstile Week campaign.
The most active participation in this event was taken by young employees of industrial enterprises at 40 regional branches of the Russian Engineering Union.
