Today, a “Day of SIBUR’s Supplier” round table discussion was held within the framework of the business programme of the Tatarstan Oil, Gas, & Petrochemical Forum 2018. The event organised by the Tatarstan Mechanical Engineering Cluster (Naberezhnye Chelny) was attended by representatives of Tatarstan companies invited with the assistance from the Tatarstan Ministry of Industry and Trade.
At the beginning of the meeting, Deputy Minister Aleksey Savelchev noted that SIBUR was interested in working with Tatarstan enterprises also beyond the framework of the import substitution programme. For Tatarstan manufacturers, this is an opportunity to acquire new experience of cooperation with the large Russian petrochemical holding and to eventually expand their partnership opportunities, including those with European chemical companies.
At the event, representatives of SIBUR Holding presented corporate policies in the field of procurement, import substitution of materials and technologies used in the company. Senior Manager of SIBUR Holding Vladimir Kirillov said that such events were very useful for both the corporation and the manufacturers, because there was often an opinion on the market that it was almost impossible to become a SIBUR’s supplier. SIBUR is ready to bust this myth by conducting a constructive bilateral dialogue.
Today, the Congress Centre hosted the first plenary meeting of the International Applied Research Conference “Modelling Geological Structure and Development Processes as a Basis for the Successful Exploitation of Oil and Gas Fields” with the participation of Tatarstan President Rustam Minnikhanov, Head of the Federal Service for Technical, Environmental, and Nuclear Supervision Aleksey Aleshin, Deputy Chairman of the Siberian Branch of the Russian Academy of Sciences Renad Sagdeyev, President of the Russia’s Union of Oil & Gas Producers Gennady Shmal. The meeting’s moderator was Minister Albert Karimov.
“The development of the oil industry under current conditions is feasible providing that the extraction processes become more efficient… through the digitisation of oil and gas systems for data collection, transmission, data processing and monitoring and control systems, the transfer of well management operations to real time,” Minister Karimov said in his welcoming speech.
Besides, the conference dealt with oil and gas sector as a backbone for technological upgrading of the entire Russian economy and its energy security, the Digital Oilfield, and the scientific engineering. Today, within the framework of the 6th International Metrological Conference “Topical Issues of Metrological Assurance of Discharge and Amount Measurements of Liquids and Gases” at the Tatarstan Oil, Gas & Petrochemicals Forum, Director of the All-Russian Research Institute for Flow Metering Vladimir Solovyev handed over two samples of ELMER-001 express analysers to two representatives of Rosstandart’s interregional offices for use in supervisory activities on fuel market.
The issue of quality and under-filling of the motor fuels being sold at filling stations is given much interest by both consumers and supervisory authorities, including the Federal Agency for Technical Regulation and Metrology of Russia (Rosstandart), which is responsible for compliance assurance monitoring of motor fuels.
Rosstandart plans to use express testing to monitor the quality of gasoline and diesel fuels, which would simplify and accelerate its activities. With the use of the express testing, it is possible to determine the octane and cetane numbers of a fuel, sulphur mass fraction, concentration of iron, manganese and lead within a few minutes to an accuracy of 95%. This would reduce the burden on bona fide market participants by focusing on potential violators. In addition, it would save public money, because express testing costs five times cheaper than the full-scale laboratory testing.
