Today, within the framework of the 6th International Metrological Conference “Topical Issues of Metrological Assurance of Discharge and Amount Measurements of Liquids and Gases” at the Tatarstan Oil, Gas & Petrochemicals Forum, Director of the All-Russian Research Institute for Flow Metering Vladimir Solovyev handed over two samples of ELMER-001 express analysers to two representatives of Rosstandart’s interregional offices for use in supervisory activities on fuel market.
The issue of quality and under-filling of the motor fuels being sold at filling stations is given much interest by both consumers and supervisory authorities, including the Federal Agency for Technical Regulation and Metrology of Russia (Rosstandart), which is responsible for compliance assurance monitoring of motor fuels.
Rosstandart plans to use express testing to monitor the quality of gasoline and diesel fuels, which would simplify and accelerate its activities. With the use of the express testing, it is possible to determine the octane and cetane numbers of a fuel, sulphur mass fraction, concentration of iron, manganese and lead within a few minutes to an accuracy of 95%. This would reduce the burden on bona fide market participants by focusing on potential violators. In addition, it would save public money, because express testing costs five times cheaper than the full-scale laboratory testing.
