Today, the Ministry of Industry and Trade of Tatarstan hosted a meeting between Minister Karimov and Minister of Communications and Information of Tatarstan Ayrat Khairullin.

The main topics of discussion were the support measures envisaged within the framework of the “Digital Technology” federal project as part of the Digital Economy National Programme. In particular, they talked about the implementation of road maps in several areas of the economy and the trilateral interaction of the government, businesses, and the Digital Economy Autonomous Non-Profit Organisation.

The priority task for the Tatarstan Ministry of Industry and Trade is fostering the activities of Russian companies developing digital platforms and software products with an aim of creating and developing high-tech industrial goods.

At the federal level, partial compensation is envisaged for the expenses associated with the development of digital platforms and software products (no more than 50%).

“The support mechanisms are important, first of all, to be understood, realised, and started applying by our enterprises”, said Albert Karimov at the meeting.

Today, the Tatarstan Ministry of Industry and Trade hosted a meeting in pursuance of the instruction by the Prime Minister of Tatarstan on the introduction of the “alternative boiler house” method in Tatarstan. The meeting was chaired by Deputy Minister of Industry and Trade of Tatarstan Almaz Khusainov.

The participants included representatives of the executive committees of Kazan, Nizhnekamsk, and Naberezhnye Chelny, the Tatarstan Ministry of Construction, Architecture and Housing, the State Committee of Tatarstan for Tariffs, and the concerned companies, such as Tatenergo, TGK-16, Nizhnekamsk CHP, and Kazenergo.

The main topic of the meeting was the issue of improving the republic’s heat supply systems, including control of heat tariffs for consumers. The participants discussed tariff restraint options suggested by the State Committee of Tatarstan for Tariffs: the creation of an independent heat supply organisation, the introduction of the concept and the development of a mechanism for CHP investment tariff to produce thermal energy in hot water, as well as the introduction of the “alternative boiler house” method.

Alternative Boiler House is the unofficial name for a new method of calculating heat tariffs, which allows for an influx of investment in the heat supply industry, a technique for determining the value of the tariff and a model of relations between heat market participants.

Today, the Ministry of Industry and Trade of Tatarstan hosted a meeting with OOO Danfoss on the creation of smart heating systems in Kazan and Naberezhnye Chelny. The project is being implemented in pursuance of the instruction of the Tatarstan President following his visit to Denmark in April 2019.

A fruitful joint work is currently underway between Danfoss and Tatenergo, the Tatarstan Ministry of Construction, Architecture and Housing, as well as the executive committees of Kazan and Naberezhnye Chelny. Their representatives took part in today’s discussion of the project.

At the current meeting, participants discussed the progress of the project, including the timing of installation, efficiency, and financial aspects of the issue.

A smart heating system is a set of technical solutions, including the installation of heat storage, automation and dispatching, hydraulic balancing, the use of renewable heat sources, as well as the introduction of artificial intelligence.

Thanks to the installation of smart heating systems, heat costs are reduced, energy savings are increased, optimal cost planning and fair value are provided to the consumer.

The Kazan State Power Engineering University hosted an open lecture by Timo Mäkelä, Chief Adviser at the Finnish Innovation Fund Sitra, on global trends in the circular economy. During the visit, the Finnish guest also had time to talk with KSPEU Principal Edvard Abdullazyanov about the upcoming opening of the Sitra Centre, which is scheduled for autumn 2019. After the lecture, Timo Mäkelä answered several questions from Tatarstan entrepreneurs who were interested in the activities of Sitra.

As a result of the lecture, a meeting was held between representatives of the delegation from Finland and the leadership of the KSPEU, at which the question was raised about the further cooperation between the University and Sitra.

KSPEU as a venue for the event was not chosen by chance. In April this year, an agreement was reached on the establishment of a circular economy centre on the University grounds jointly with Sitra and a number of concerned enterprises from Tatarstan and Finland.

What is more, this agreement was confirmed by Sitra executives during the visit of the official delegation from Tatarstan headed by Tatarstan President Rustam Minnikhanov to Finland in June this year. During the visit, the Tatarstan delegation took part in the opening ceremony of the World Circular Economy Forum.
