In mid-August, the working committee summed up the results of the regional stage of the 4th All-Russian Contest for the Media, Energy Sector Press Services, and Regional Administrations. The MediaTEK contest is held in two stages, regional and federal. In the territory of the Republic of Tatarstan, the Tatarstan Ministry of Industry and Trade is the authorised body for holding the regional stage of the contest.

Application process lasted from June 5 to August 1, 2018; a total of 12 applications in 10 categories were submitted for participation in the regional stage of the contest. When summing up the results of the regional MediaTEK contest, the members of the competitive commissions have voted to determine the winners.

Further on, the projects of the regional stage winners will be sent to the federal stage. The Expert Council of the federal stage comprises heads of Russia’s mainstream business media, journalism faculties of Russian universities, representatives of public authorities, experts in the field of fuel and energy; the Expert Council is headed by Russian President’s press secretary Dmitry Peskov. The results of the federal contest will be summed up within the framework of the Energy Efficiency and Energy Development International Forum “Russian Energy Week” to be held on October 3 to 6, 2018 in Moscow.

This week, the Kazan State Power Engineering University hosted a joint meeting with the republic’s enterprises and experts of Vestas Manufacturing Rus (affiliate of Vestas, Denmark) on the issue of localising the production of wind power equipment components in Tatarstan. At the meeting, Vestas presented its wind power plants and the issues of production capabilities of the republic’s enterprises were voiced.

Vestas Manufacturing Rus expressed their interest in cooperation with the republic’s enterprises in the localisation of a number of components.

Vestas is one of the world's largest manufacturers of wind turbines. The company is currently implementing three projects in Russia to localise the production of components for its wind power equipment.

PAO Tupolev, a member of the United Aircraft Corporation, announces the transfer of the first heavily upgraded long-range missile-carrying bomber Tu-22M3M for ground and flight testing.

In the course of its heavy upgrade, the Tu-22M3M was equipped with the newest on-board digital radio-electronic system made of domestically manufactured components. In particular, the aircraft has been installed with a new navigation, communication, aiming equipment, engines and fuel mechanisation control, as well as an electronic warfare facility. The work resulted in a significant expansion of its fighting capabilities, including enhanced operational effectiveness and increased combat radius.

With the completion of the preliminary in-plant tests, the heavily upgraded aircraft is slated to be delivered to the Russian Ministry of Defence to carry out official joint testing.

The Tu-22M3M bomber is a long-range multimode variable-sweep wing missile-carrying bomber, a new modification of Tu-22М3. It is equipped with such armaments as cruise missiles, free-fall and guided bombs. In total, about 500 Tu-22M aircraft of various modifications were built at the Kazan Aviation Plant.

Today, another meeting of the Organising Committee of the 6th Republic’s Annual Open Festival of Working Youth Creativity “Our Time - Beznen Zaman” was held under the chairmanship of Acting Minister Almaz Khusainov with the participation of representatives from all concerned ministries, agencies, and public organisations. Within the framework of the meeting, the participants discussed operational issues of disseminating information about the Festival for all sectors of the republic’s economy and attracting the widest range of Tatarstan’s working youth.

This year, the qualifying contests of the Festival will be held from October to November 2018 to include four zonal qualifying stages in the cities of Nizhnekamsk, Naberezhnye Chelny, Zainsk, and Kazan, the Super Final and the Gala Concert in Kazan.

We invite enterprises and agencies of Tatarstan to take an active part in the Festival by presenting creative teams or performers for the contests at the age of 18 to 35 inclusive. For participation, an application should be submitted in accordance with the Festival Regulations until September 25, 2018. Participation in the Festival is free of charge; transportation of the Festival participants to the venue is carried out by sender organisations.

Today, the Tatarstan Ministry of Industry and Trade hosted a meeting of the interdepartmental working group on pharmaceutical industry development in Tatarstan under the chairmanship of Deputy Minister Aleksey Savelchev.

The event was attended by representatives of republic’s pharmaceutical manufacturers, scientific medical community, officials of municipalities and other market experts.

During the meeting, the participants discussed issues related to the preparations for the 3rd All-Russian GMP Conference with International Participation “Russia and the World. Management of Potential Growth in the Pharmaceutical Market” to be held from August 27 to August 29 in Kazan, as well as the creation of a Science & Technology Centre and a Science & Educational Centre on the basis of the sectoral universities in Tatarstan.

Last week saw the finals of the National Young Professionals Championship (WorldSkills Russia 2018) in Yuzhno-Sakhalinsk. The Tatarstan team won silver in team rating.

Qualifying competitions were held from April to June this year. The Tatarstan Ministry of Industry and Trade was responsible for 25 skills of this young professionals competition. A total of 14 contestants made it into the finals; they bagged 13 medals: 5 golds, 5 silvers, 3 bronzes and 2 Medallions for Excellence. Wining places were taken by the participants in 8 skills: Visual Merchandising, Heavy Vehicle Maintenance, Aircraft Maintenance, Sheet Metal Technology, Electronics, Mechatronics, Prototype Modelling, and Welding. Two skills, Chemical Analysis Service and Industrial Control, succeeded to score over 500 points and get Medallions for Excellence.

All winners are students of the republic’s secondary specialised colleges.

Last weekend, the Karpov Chemical Plant located in Mendeleyevsk celebrated its 150th anniversary.

Great potential in the plant development was brought by outstanding personalities – the forward-thinking Ushkovs merchants’ dynasty, while on the initiative of Dmitry Mendeleyev, new production workshops were opened and an experimental batch of his invention, smokeless gunpowder, was produced. One of the plant directors (1915-1917) was the outstanding Russian chemical engineer Lev Karpov, the founder of the republic’s chemical industry.

For many years, having come through all the ordeals, the company remains one of the up-to-date Russian enterprises, a monopolist in the production of twelve kinds of chemical products with guaranteed high quality. The company currently exports products to seven CIS and non-CIS countries. The plant's products are used in various sectors, from machine building and electrical to chemical and pharmaceutical industries.

Deputy Minister of Industry and Trade of Tatarstan Aleksey Savelchev stressed that the company is able to implement the most ambitious plans; the projects they conceive will eventually begin to become reality, and the plant will become an example of a digital enterprise that produces competitive products.

On Friday, several tens of thousands of people gathered near the Kazan Family Centre to watch the 6th aviation festival titled “I Opt for the Sky”. The event was timed to coincide with the Russian Air Fleet Day and the closing of the 9th International Specialised Exhibition AKTO 2018.

Legendary combat vehicles flown over the water area of the Kazanka River at an altitude of up to 800 meters: a supersonic variable-sweep wing heavy strategic missile-carrying bomber Tu-160, a turboprop strategic missile-carrying bomber Tu-95MS and a long-range supersonic variable-sweep wing missile-carrying bomber Tu-22M3. The sky of Kazan also saw demonstration flights of Russian helicopters such as Mi-8, Kamov, Ansat, etc. The spectacular show continued with a performance of the Rus aerobatic group on five light attack aircraft L-39 Albatros – this is an international-level team of synchronised aerobatics.

Young visitors of the festival were able to get vocational guidance on aviation specialties, communicate with unique masters of the industry, explore the projects of children's aircraft modelling groups, and take part in contests, photo sessions, and master classes of Tatarstan’s aviation enterprises.

The flight and concert programme ended with demonstration performances of bikers and festive fireworks.

Within the framework of the 9th International Specialised Exhibition “Aerospace Technologies, Advanced Materials, and Equipment”, the 6th meeting of the Russian-Chinese Task Force on Standardisation in Civil Aviation and Civil Aircraft Building was held on August 10 and 11, 2018.

The Russian-Chinese special standardisation group was formed by a joint decision of the Ministry of Industry and Trade of the Russian Federation and the Ministry of Industry and Information Technology of the People's Republic of China in 2015.

The Task Force from the Russian side comprises representatives of the Zhukovsky Institute National Research Centre, the Union of Aviation Industrialists of Russia, the United Aircraft Corporation, the Russian Helicopters, the Central Aerohydrodynamic Institute, and the Sukhoi New Civil Technologies. In turn, the Chinese side includes representatives of the following executive authorities and organizations: SAC, AQSIQ, CAPE, COMAC, and AVIC.

During the 6th meeting, the parties discussed the joint application of standards to ensure the creation of a promising joint Russian-Chinese wide-body aircraft, as well as a joint Russian-Chinese heavy transport helicopter.

In accordance with the Resolution of the Russian Federation Government No. 163 of February 17, 2018 “On Approving Rules for Granting Subsidies to Russian Credit Institutions for Reimbursement of Falling Income on Loans for the Purchase of Agricultural, Road Construction, and Utility Machinery, and Equipment for Food-Processing Industries”, Russian banks are granted with an opportunity to be reimbursed for the discount granted to the final consumer for interest payments on loans issued for the purchase of specialised equipment.

The Rules allow for subsidies for the acquisition of equipment when banks provide soft loans on the following conditions: the loan rate is about 5%; the loan period is up to 5 years; the borrower is any legal entity, an individual entrepreneur, or a physical person; the equipment was released into circulation on the territory of the Russian Federation not earlier than the year preceding the year of its sale, and had not previously been used; the equipment so acquired will be used as collateral for the loan.

In 2018, Federal Law No. 362-FZ of 5 December 2017 allocated RUB 2 billion for the implementation of this support measure.
