The Ministry of Industry and Trade of Tatarstan, jointly with the Ministry of Digital Development of Public Administration, Information Technologies, and Communications of Tatarstan and OOO Information Fuel Systems, is developing a GBO.RF service, a unified platform for NGV fuel market.

Demonstration of the working version of the service was held today in the Ministry of Industry and Trade of Tatarstan with the participation of representatives of vehicle conversion stations.

This service is being created as part of the Digital Economy national project and the Government Programme for the Development of the NGV Fuel Market. The purpose of the project is to unite and build a transparent functional platform for all participants of the NGV fuel market: consumers, businesses, and government authorities, exclusion of vehicles that do not meet the safety standards and requirements according to the current legislation, and exclusion of counterfeit NGV equipment from the circulation.

Mandatory marking of dairy products with a shelf life of more than 40 days started in Russia on Wednesday. From September 1, producers must apply means of identification to products and provide this data to the marking information system, the relevant government resolution was adopted in December 2020.

This is the second phase of the introduction of dairy product marking: since June 1, ice creams and cheeses have been marked in Russia. In turn, marking will become compulsory for products with a shelf life of 40 days or less from December 1.

In addition, from December 1, 2021 the withdrawal of goods from circulation at the cash desk will become compulsory, and a volumetric-variety accounting from September 1, 2022. For farmers who sell products directly or through retail, marking will become compulsory from December 1, 2022. Single-sector recording of dairy products will be introduced starting from December 1, 2023.

According to the Centre for Prospective Technology Development (CPTD, the marking system operator), more than 90% of dairy products with a shelf life of more than 40 days have been registered and accounted for in the Chestny Znak system.

In addition, compulsory registration of packaged water producers with the Chestny Znak system will begin on 1 September 2021. From December 1, 2021, marking requirements for mineral water will also become compulsory, and from March 1, 2022, for all other types of water.

Today, as part of his working visit to Nizhnekamsk, Deputy Prime Minister and Minister of Industry and Trade of Tatarstan Albert Karimov held an open meeting with students of the Nizhnekamsk Institute of Chemistry and Technology under the Kazan National Research University.

During the event, Albert Karimov delivered a comprehensive presentation on “Manufacturing Industry of Tatarstan as the Main Driver of Regional Economic Development”, where he outlined the main achievements of Tatarstan’s manufacturing industry and spoke about the main achievements and development trends of the republic in the industrial sector.

At the meeting, the students had an opportunity to ask questions and get answers to them. As part of the established dialogue, Minister Karimov received feedback from the younger generation and learnt what questions young employees and students are concerned about today.

The vaccination campaign against coronavirus infection continues at POZIS (part of the Rostec Corporation). As of today, the number of vaccinated people at the enterprise is about 62% of the total number of employees. Sputnik V and Sputnik Light preparations are used for the procedure.

According to the resolution of the Chief State Sanitary Inspector of Tatarstan’s Territorial Board of Rospotrebnadzor Office in Zelenodolsky, Verkhneuslonsky, Kaibitsky and Kamsko-Ustinsky districts, the percentage of vaccinated employees should rise to 60% by September 1. POZIS has shown its proactive stance in this area: more than 2,650 factory employees received protection against COVID-19.

The company is implementing a large set of measures aimed at protecting employees against the coronavirus infection, including the treatment of production facilities, common areas, and providing people with personal protective equipment. Awareness-raising work is actively carried out in company’s workshops and subdivisions. Employees have an opportunity to be vaccinated on the territory of the plant without discontinuing the production process.

“Our company manufactures products needed to ensure the country’s defence capability, to maintain the economy in general and for us, first and foremost, it is important to preserve the health of factory employees,” said Director General of POZIS Radik Khasanov.

Within the framework of implementing the Labour Productivity national project, the Professional Skills Development Agency (WorldSkills Russia), jointly with the Russian Ministry of Economic Development, is holding a series of “Innovators’ Marathon” events in 2021, aimed at creating a movement of innovators in Russia.

The Innovators’ Marathon will take place from September to December 2021 and will cover a wide range of topics that will be of interest to the employees of the enterprises participating in the national project, of all ages and regardless of their position. Biweekly educational online lectures will provide attendees with information on start-up technologies, solutions, and breakthrough innovations that have the potential to change the balance of values in the labour market. The practices and educational materials offered at the marathon will aim to increase the efficiency and productivity of businesses by training their employees, ultimately leading to increased profits for companies and entry into new markets.

In September, the Innovators’ Marathon events will take place in an onsite and remote formats with participants connecting via the Leader-ID platform. The online lecture entitled “Innovator: Why and How to Become One” will take place on 9 September 2021. The second educational lecture “The Tradition of Innovation from Gastev to Future STI Technology Start-Ups” will be held on 15 September 2021. The closing event of the Innovators’ Marathon in September will be a historical lecture entitled “The Culture of Organising Innovation. International Excursus”, which will take place on September 28, 2021.

A contest for the provision of subsidies from the federal budget to organisations to compensate part of the costs associated with the certification of products on foreign markets started on 20 August. The relevant order was issued by the Russian Ministry of Industry and Trade. The selection of applications will last one month.

The updated government support mechanism is regulated by Russian Government Resolution No. 687 of April 30, 2021 “On Government Support for Organisations to Compensate Part of Costs Associated with Certification of Products, Including That of Pharmaceutical and Medical Industries, on Foreign Markets”.

According to First Deputy Minister of Industry and Trade of Russia Vasily Osmakov, the measure was developed by the Ministry as part of the Industrial Exports federal programme of the International Cooperation and Exports national project in order to improve the competitiveness of Russian manufacturers’ products.

The main difference of the new mechanism to support exporters, except for expanding the list of supported industries, is the compensation not only for mandatory certification, but also for voluntary certification. Exporters will be able to save up to 80% of the costs not only for product registration abroad, but also for laboratory and clinical tests.

In 2021, some RUB 540 million are budgeted for this support measure. For 2022 and 2023, these figures will be RUB 2.47 billion and RUB 4.32 billion, respectively.

A ceremony during which the laureates of the Global Energy Prize 2021 were announced took place in the Kazan City Hall today. The event was attended by Tatarstan President Rustam Minnikhanov, President of the Global Energy Association Sergey Brilev, as well as members of the International Award Committee Marta Bonifert (Hungary) and Dmitry Bessarabov (RSA).

The Global Energy Prize is awarded for outstanding R&D achievements in the field of energy that help to improve the efficiency and environmental safety of energy sources on Earth in the interests of all mankind.

Rustam Minnikhanov noted that Tatarstan is a petrochemical region. At the same time, the republic pays much attention to the development of renewable energy. “Both areas are interesting to us and we will pursue them in parallel. Every year the amount of hydrocarbons will dry up. That’s why renewable energy, renewable resources will be used more and more actively,” the President said.

Then Rustam Minnikhanov announced the winner in the Unconventional Energy category. It was Suleiman Allakhverdiyev, a scientist from Russia. Zinfer Ismagilov from Russia also won prize in the Traditional Energy category. Yi Cui, a scientist from the USA, was selected in the New Ways of Energy Generation category.

The award ceremony will be held as part of the Russian Energy Week, which will take place in Moscow on October 13 to 15.

A meeting of the Tatarstan Cabinet of Ministers was held today by Prime Minister Aleksey Pesoshin. Tatarstan President Rustam Minnikhanov took part in it.

The meeting was devoted to the main parameters of the forecast of republic’s socio-economic development for the period of 2022-2024, forecast of the consolidated budget of Tatarstan for 2022-2024 and the budget of the Tatarstan’s Territorial Fund of Compulsory Medical Insurance for 2022 and for the period of 2023 and 2024.

According to Pesoshin, the forecast for the republic’s socio-economic development was based on a baseline scenario for the development of the Russian economy and on the forecast data of republic’s enterprises, sectoral ministries, and municipalities. Estimates have been made for the development parameters of industries and the social sphere in the medium term, with account for trends in the Russian and global economies, as well as factors affecting economic growth potential.

Rustam Minnikhanov noted that the republic saw increase in economic activity this year. Positive changes have been recorded in production, trade, and construction.

Next year’s budget will be very tight, the Tatarstan President stressed. He instructed the Cabinet to ensure strict financial discipline and efficient use of the available reserves. First of all, this is about reducing tax arrears which amount to RUB 8.9 billion. Rustam Minnikhanov also called for active promotion of entrepreneurship.

Russian Prime Minister Mikhail Mishustin has signed an order to allocate over RUB 651.9 million for the purchase and delivery to the regions of oxygen concentrators for patients with coronavirus infection.

“Over RUB 651.9 million will be send to the regions for the purchase of oxygen concentrators for the treatment of patients with coronavirus infection. This resolution was signed by Prime Minister Mikhail Mishustin,” the statement said.

It is noted that at a meeting with deputy prime ministers, Mishustin stressed the importance of maintaining an adequate oxygen supply.

“Regional authorities must plan the need in advance and monitor the condition of the equipment particularly closely. People’s lives depend on it,” he said.

The concentrators reportedly provide hospitals with oxygen to treat patients with respiratory failure.

The money will be allocated to 20 regions in need of such equipment, including the Altay Krai, Amur, Arkhangelsk, Irkutsk, Kirov, Kurgan and Orel regions, North Ossetia and Khakassia, Zabaikalye, Kalmykia, Komi, and Dagestan. Each of the regions will receive an average of RUB 32.5 million, enough to buy equipment, deliver it, and carry out commissioning work.

Russian scientists have developed a hybrid material based on a plastic and the rare-earth metal gadolinium. The material itself has no radioactive background, but can detect and absorb extraneous radiation. These unique properties enable it to be used to build detector shells for detecting dark matter particles. The material is intended for the DarkSide 20K experiment, which is due to be launched in Italy in 2025-2026.

DarkSide is being carried out at the Gran Sasso National Laboratory in Assergi, Italy. Researchers here are trying to catch dark energy particles in huge target chambers filled with the inert gas argon. The scientists suggest that dark energy particles flying through such a trap could collide with argon atoms and scatter on them, revealing their presence as distinctive signals.

Scientists from the Mendeleev Russian Chemical Technology University, the Moscow Research Institute of Nuclear Physics, the Joint Institute for Nuclear Research, and the Belgorod State University proposed a hybrid material based on a polymethylmethacrylate better known as Plexiglas for the detector shell. This is an inexpensive and low-background material that also contains a large amount of hydrogen, whose atoms contribute to the capture of extraneous background neutrons. Another component of the hybrid material is the rare-earth metal gadolinium. It captures thermal neutrons better than other non-radioactive elements.

The researchers have produced pilot quantities of the new material and have shown that its purity is enough to make a dark matter detector body.
