A contest for the provision of subsidies from the federal budget to organisations to compensate part of the costs associated with the certification of products on foreign markets started on 20 August. The relevant order was issued by the Russian Ministry of Industry and Trade. The selection of applications will last one month.
The updated government support mechanism is regulated by Russian Government Resolution No. 687 of April 30, 2021 “On Government Support for Organisations to Compensate Part of Costs Associated with Certification of Products, Including That of Pharmaceutical and Medical Industries, on Foreign Markets”.
According to First Deputy Minister of Industry and Trade of Russia Vasily Osmakov, the measure was developed by the Ministry as part of the Industrial Exports federal programme of the International Cooperation and Exports national project in order to improve the competitiveness of Russian manufacturers’ products.
The main difference of the new mechanism to support exporters, except for expanding the list of supported industries, is the compensation not only for mandatory certification, but also for voluntary certification. Exporters will be able to save up to 80% of the costs not only for product registration abroad, but also for laboratory and clinical tests.
In 2021, some RUB 540 million are budgeted for this support measure. For 2022 and 2023, these figures will be RUB 2.47 billion and RUB 4.32 billion, respectively.
