Against the background of the new coronavirus infection spreading worldwide, many light industry enterprises have reshaped their activities to manufacture protective facemasks that are reusable by washing and ironing with steam. One such venture is the City Star Wear, a fashion brand that sews 100%-cotton masks. The production capacity of the factory is 2,500 masks per day.

Today, the City Star Wear brand donated 10,000 reusable masks to the Kazan International Airport on a charitable basis. Masks will be handed out to employees who continue to work in an unfavorable epidemiological environment.

An operational headquarters were established in the Ministry of Industry and Trade of Tatarstan to coordinate the issues of provision with food products, essential goods, movements of industrial enterprises’ employees, as well as the provision of personal protective equipment, including production of masks and the manufacture of disinfectants.

In several days, the production of facemasks was organised with a capacity of up to 70,000 pieces a day. Finished products are being sent to large enterprises and medical institutions, which continue to operate in this adverse epidemiological situation.

Detailed information on enterprises manufacturing reusable hygiene facemasks is presented, together with contact information, on the official website of the Ministry of Industry and Trade of Tatarstan at the link (in Russian).

In order to be included into the register of facemask manufacturers, please contact the Ministry of Industry and Trade of Tatarstan via E-mail: Reg.Yarullina@tatar.ru. After that, the manufacturers will receive methodological explanations and technical specifications developed by the Ministry of Industry and Trade of Russia.

In order to prevent the further spread of the new coronavirus infection in the Republic of Tatarstan, and in pursuance with the Order of the Tatarstan President No. 129 dated March 19, 2020 “On Introduction of High-Alert Regime for Governing Authorities and Forces of the Territorial Subsystem for the Prevention and Liquidation of Emergencies in Tatarstan”, the Tatarstan Cabinet of Ministers amended its Resolution No. 208 of March 19, 2020 “On Measures to Prevent the Spread of the New Coronavirus Infection in Tatarstan” (as amended by resolutions of the Tatarstan Cabinet of Ministers No. 218 of March 25, 2020 and No. 223 of March 27, 2020).

In order to prevent the further spread of a new coronavirus infection in the Republic of Tatarstan and in accordance with the instructions by the Chairman of the Russian Federation Government No. MM-P12-2363kv of March 26, 2020, the Resolution of the Tatarstan Cabinet of Ministers No. 208 of March 19, 2020 “On Measures to Prevent the Spread of a New Coronavirus Infection in Tatarstan” (as amended by the Resolution of the Tatarstan Cabinet of Ministers No. 218 of March 25, 2020), should be amended as follows:

Paragraph 1 is worded as follows:

“1. To establish that on the territory of Tatarstan it is not allowed to conduct leisure, entertainment, cultural, physical education, sports, exhibition, educational, advertising and other similar events with the presence of people in person, as well as to provide relevant services, including those in culture and leisure parks, shopping and entertainment centres, attractions, and in other places of mass public visits”.

To add paragraphs 1.2-1.4 to read as follows:

“1.2. To suspend on the territory of Tatarstan, from March 28 to April 5, 2020:

- operations of shopping malls, retail and entertainment centres, retail markets, with the exception of trade outlets located in them that are engaged in retail trade in food products, pharmacies and drugstores;

- operations of other retail facilities with a total area of ​​more than 100 square metres, with the exception of those selling food products, pharmacies and drugstores. The said restriction does not apply to distance sales or sales with delivery to buyers;

- operations of facilities providing catering services, with the exception of takeaway services without visiting the premises of such facilities, as well as distance sales or sales with delivery to buyers. The said restriction does not apply to catering services in the premises of organisations to employees of such organisations;

- operations of beauty salons, spas, cosmetic, massage, tanning salons, baths, saunas, and other facilities in which similar services are provided, that imply presence of people in person.

1.3. To suspend on the territory of Tatarstan, from March 28 to May 31, 2020, the booking of places, reception and accommodation of citizens in sanatorium and heath resort organizations, year-round recreational camps for children, except for persons on official business trips or other official journeys.

Organisations referred to in the first subparagraph of this paragraph, regarding the persons accommodated in them, should:

- provide conditions for their self-isolation and the necessary sanitary and epidemiological measures until the end of their stay, without possibility of extending it;

- arrange their catering directly in the buildings where these persons are accommodated, in accordance with the explanations of the Federal Supervision Agency for Customer Protection and Human Welfare.

1.4. To suspend, from March 30 to April 3, 2020:

- receipt of applications and documents for the provision of public, municipal, and other services in multifunctional centres that provide public and municipal services in Tatarstan;

- civil registration of vital events, except for the civil registration of births, deaths, as well as civil registration of marriages in the presence of special circumstances in accordance with family law”;

To add paragraph 5.1. to read as follows:

“5.1. To recommend to citizens to:

- refrain from visiting religious sites;

- limit travels, including these for tourism and recreation purposes.”

2. To invite the Tatarstan Office of the Federal National Guard Troops Service of the Russian Federation, private security organisations to take measures aimed at ensuring the safety of facilities whose operations are suspended in accordance with subparagraphs six and seven of paragraph 1 hereof.

3. To establish that this Resolution shall come into force from the day of its publication.

As the fight against the spread of the coronavirus infection continues and distance learning is becoming a new fashion trend worldwide, the Ford Motor Company suggests everyone to take a free online course at the Ford Safe Driving Academy.

The Ford Safe Driving Academy is a unique online training programme that hundreds of thousands of drivers in 20 countries have attended in different languages. The project is part of the global Ford Driving Skills for Life (DSFL) social initiative launched by Ford Motor Company in 2003. In Russia, the programme has been implemented by Ford Sollers in collaboration with the Risk-Free Road Traffic Expert Centre since 2014.

This training course will be useful both for novice drivers who are afraid of losing their skills without practice, and for professionals for whom the programme will be an occasion to refresh knowledge on familiar and understandable topics by learning something new for themselves. Under conditions of quarantine, the online programme will become a reliable assistant in all matters of maintaining skills and gaining additional knowledge about road safety.

One can complete the training absolutely free, just by starting work with the lessons of the Ford Safe Driving Academy. To start training, you do not need to install special programmes or additional equipment.

In today’s harsh situation, due to the spread of coronavirus and a decrease in oil prices and the rouble rate, a number of measures are being taken in the republic to develop the economy. This was announced today by Tatarstan President Rustam Minnikhanov at a meeting of the republic’s operational headquarters. The event was held at KAMAZ site in Naberezhnye Chelny.

The meeting was attended by Deputy Minister of Industry and Trade of Russia Aleksandr Morozov, Deputy Prime Minister of Tatarstan Leyla Fazleeva, Minister of Labour, Employment, and Social Protection of Tatarstan Elmira Zaripova, Minister of Economy of Tatarstan Midhat Shagiakhmetov, Director General of KAMAZ Sergey Kogogin and Mayor of Naberezhnye Chelny Nail Magdeyev.

Rustam Minnikhanov noted that a plan has been adopted in the republic to ensure sustainable economic development. On a daily basis, operational monitoring of essential commodities in trade outlets is carried out, prices are monitored to prevent their growth, and measures are being taken to promote employment.

Aleksandr Morozov recalled that on March 17, the Prime Minister of Russia approved a plan of priority measures aimed, inter alia, at maintaining stability in industries. Midhat Shagiakhmetov reported on measures to support businesses and the labor market, that are provided for in the republic’s plan to ensure sustainable economic development. The restrictive measures taken in the republic were reported by head of the republic’s anti-coronavirus headquarters Leyla Fazleyeva.

Against the background of the situation developing with the global pandemic of coronavirus infection, the Russian Export Centre (REC) has initiated the creation of an anti-crisis headquarters.

It is organised for providing operational support to exporters and tackling problems arising from the breakdown of foreign trade chains due to quarantine in many countries, as well as for collecting and considering incoming requests from exporters. The anti-crisis headquarters will analyse changes in export geography and identify potential markets for Russian exporters. An analytical platform will be created within the headquarters to promptly identify export niches, verify the opportunities of new export deliveries due to changes in the international trading environment.

The REC, acting as an agent of the Russian Federation Government on a number of subsidiary programmes, has developed, in close cooperation with business associations, a package of amendments to the legal acts regulating the provision of support for the implementation of the corporate competitiveness improvement programmes (CCIPs) and logistics subsidies for redesigning mechanisms under priority targets of rendering support to exporters in the current economic situation.

Today, Tatarstan President Rustam Minnikhanov studied the production opportunities of the Polymatiz factory.

The Polymatiz factory is located in the Alabuga Special Economic Zone (Yelabuga Municipality of Tatarstan). Polimatiz was registered as a SEZ Alabuga resident in April 2007 to implement an investment project for the production of state-of-the-art spunbond nonwovens. The company is a subsidiary of Nizhnekamskneftekhim and a part of the TAIF Group. Polymatiz is a full-cycle enterprise; its main product is polypropylene nonwovens, which are used in many industries, including the production of facemasks. The company’s capacities are enough to produce materials for 500,000 masks in an hour.

The President discussed the issue of manufacturing material for medical masks with Polimatiz executives. At a meeting with company’s management and workers, Rustam Minnikhanov was informed that they were prepared to gain a ten-fold increase in production capacity. Since early March, the factory has produced 67.4 tonnes of materials; it is prepared to raise its output up to 600 tonnes a month.

President Minnikhanov also instructed to work out the issue of supplying facemasks with companies that purchase raw materials from Tatarstan for their production. All these companies are located outside the republic, and Tatarstan is ready to purchase finished products.
