Three enterprises in the cities of Nizhnekamsk, Naberezhnye Chelny, and Yelabuga are completing the commissioning of four lines for the production of disposable facemasks. Today, production lines produce 140 masks per minute. Raw materials for them are fully provided by republic’s Elastik Plant and Polymatiz.

The companies expect to reach full design capacity for the production of disposable facemasks (which will be about 10 million products a month) in early May. They have already submitted documents to the Russia’s Federal Service for the Supervision of Public Health and Social Development for obtaining a registration certificate, which would allow them to supply personal protective equipment to republic’s medical institutions and pharmacy chains.

Against the background of the sanitary and epidemiological situation and the specifics of the spread of new coronavirus infection in Tatarstan, the Tatarstan Cabinet of Ministers decided to amend the Resolution of the Tatarstan Cabinet of Ministers of the Republic No. 208 of March 19, 2020 “On Measures to Prevent the Spread of the New Coronavirus Infection in Tatarstan”.

Drylock Technologies located in the SEZ Alabuga, refocused its line for the production of disposable protective facemasks. Facemasks are made from certified non-woven spunbond material similar to that used in the production of hygiene products, including medical supplies. The production output is about 7.5 million facemasks a month.

The company is currently developing its own technical specifications for this type of products and is considering the passing through voluntary certification in the future.

Companies in Tatarstan have taken measures to expand the production of protective masks.

To date, 73 enterprises have the ability to manufacture reusable protective (hygienic) masks, with a total capacity of more than 270,000 facemasks per day. In total, they produced and sold 1.7 million items. Protective masks are sold to republic’s organisations and public.

Three companies in the city of Kazan began to install the lines for the production of disposable facemasks, which arrived last Friday to the republic. The republic’s enterprises of Polimatiz and Elastik Plant will fully supply them with raw materials and components.

Similar production lines are being installed in the cities of Nizhnekamsk and Aznakayevo, as well as in the SEZ Alabuga.

The equipment is expected to be launched within few days. The aggregate output of the production lines will be 15 million products per month, which would reduce the need for republic’s residents in medical facemasks.

This morning, the aircraft arrived in the Kazan International Airport from China. Pursuant to instructions by Tatarstan President Rustam Minnikhanov, Tatneft organised the delivery of 5.8 million medical masks. They will be sent to production facilities and medical institutions in the republic.

In addition, the plane delivered isolated chambers for transporting patients with coronavirus and 6 lines for the production of disposable masks. The equipment will be installed in Kazan and Nizhnekamsk; the lines are expected to collectively produce more than 15 million products per month.

Thus, the deficit of facemasks will be reduced as much as possible for republic’s citizens.

In order to prevent the spread of the new coronavirus infection in Tatarstan, the Tatarstan Cabinet of Ministers approved, by its Resolution No. 240 on March 31, 2020, the procedure for issuing special permits in Tatarstan for movement during the period of prohibitions and restrictions imposed in order to prevent the spread of the new coronavirus infection:

- Form of the employer’s document (certificate);

- Certificate form issued by the consignor;

- Warning notification form on sanitary and epidemiological and other prohibitions and restrictions introduced in Tatarstan.

The employer’s certificate does not cover movements in the territory of Tatarstan that are not related to the performance of official duties.

The movement of volunteers within the territory of the Republic of Tatarstan for the delivery of medicines, products and essential goods to certain categories of citizens is carried out on the basis of certificates issued by the Ministry of Youth Affairs of Tatarstan.

In addition, pursuant to the Decree by the Russian President of March 25, 2020, “On Announcement of Non-Working Days in Russia,” the Ministry of Labour of the Russian Federation issued recommendations to employees and employers and the procedure for paying sick leaves to quarantined persons.

The Federal Service for Supervision of Consumer Rights Protection and Human Welfare (Rospotrebnadzor) has worked out recommendations for employers in respect of the sanitary and epidemiological regime by complying with which the enterprise can carry out its economic activities.

The activities to prevent the spread of the new coronavirus infection (COVID-19) should be implemented by employers in the following areas:

1. Prevention of carrying infection into an enterprise (organisation).

2. Taking measures to prevent the spread of the new coronavirus infection (COVID-19) within enterprises (organisations).

3. Other organisational measures to prevent infection of employees.
