The Supervisory Board of the Industrial Development Fund (IDF) took a decision to reduce the rate for the basic Development Projects programme and the Machine Tool Building programme from 5% down to 3% per annum. The rate will be in effect for the first three years of using the loan. The only condition is that a borrower should provide a bank guarantee for the entire term and amount of the loan.

It will be possible to apply for the new conditions as early as from this April. However, the rate reduction is an option, and not an obligatory condition. Companies that intend to provide another type of collateral will be able to get a loan at 5% per annum, as before.

For reference:

The Development Projects programme: loans are provided for projects aimed at import substitution and manufacturing of competitive civilian industry products, in the amounts from RUB 50 to 500 million.

The Machine Tool Building programme: loans are provided for the implementation of projects aimed at process re-equipment and retrofitting of the equipment and engineering software production, in the amounts from RUB 50 to 500 million.

The Russian Ministry of Industry and Trade and Sberbank of Russia entered into the first agreement for granting subsidies for reimbursement of falling income on loans as a new measure for supporting agricultural, road construction, utility machinery, and food-processing equipment sectors. The corresponding rules for granting subsidies come into force on March 2, 2018 (Resolution of the Russian Federation Government No. 163 of February 17, 2018).

The new support measure will allow reimbursement to domestic banks, through subsidies, of the discount granted to the final consumer for interest payments on loans issued for the purchase of agricultural, road construction, utility machinery, and food-processing equipment, which require a credit rate of about 5% per annum.

In 2018, the federal budget allocates funds for the said State support mechanism in the amount of RUB 2 billion.

To participate in the programme, the consumer should contact the bank that has an agreement with the Russian Ministry of Industry and Trade, and sign a preferential loan agreement for the acquisition of appropriate equipment. The burden of receiving subsidies and processing documents falls on the bank.

The Russian Ministry of Industry and Trade, by Order No. 1057 of 27 March 2018, confirmed the inclusion of the Tatarstan’s Industrial Cluster of Manufacturers of Medical Instruments and Medical Equipment in the Federal Register of Industrial Clusters.

The cluster’s initiator is the Kazan Medical Instruments Plant, which produces a wide range of dental and microsurgical instruments and polymer products for medical purposes. The participants of the cluster are Zavod Elastik, Zdravmedtekh-Povolzhie, ELEPS, InstrMed, Medkon, Endomedium+, and others engaged in a full cycle of development, introduction, production, and sales of high-tech products for medical purposes.

Educational, scientific, and technology cooperation within the cluster will be provided through the competencies of the Kazan State Medical University, the Kazan Research Institute of Aviation Technologies, and the Regional Engineering Centre for Medical Simulators.

Inclusion of Tatarstan’s Industrial Cluster of Manufacturers of Medical Instruments and Medical Equipment in the Federal Register allows the cluster participants to reimburse up to 50% of costs associated with the implementation of joint investment projects aimed at import substitution.

The issues of introducing a system for monitoring the movement of medicines from the producer to the final consumer were considered today at a meeting of the Committee to Combat Illicit Trafficking of Industrial Products.

The event was attended by representatives of pharmaceutical drug manufacturers, such as Tatkhimfarmpreparaty, Karpov Chemical Plant, NanoPharma Development, Laskraft, and the Kazan Pharmaceutical Factory.

Republic’s manufacturers of pharmaceutical drugs told about the damage caused by unfair producers and highlighted the problem of a significant rise in prices for cheap medicines due to labelling, comparable to the cost of the medicine itself.

Summing up the meeting, Almaz Khusainov noted the need to prepare and send a consolidated appeal to the Priority Project Committee of the Government and the State Commission to Combat Illicit Trafficking of Industrial Products on reducing or compensating the manufacturers' expenses for labelling medicines in low price segment, including those from the VED list, and preventing unfair producers from using substances that do not correspond to enterprise’s drug monograph.

The Russian Ministry of Industry and Trade conducts the “Trade of Russia” competition, which will result in the selection of the best solutions and ideas implemented by various trade formats.

The competition will be held in the following categories:

  • The Best Shopping Town;
  • The Best Shopping Street;
  • The Best Non-Stationary Retail Outlet;
  • The Best Fair;
  • The Best Retail Market;
  • The Best Mobile Shopping Facility;
  • The Best Non-Chain Store

The Competition entries may be submitted by administrations of municipalities and economic entities that carry out commercial activities in accordance with the Methodological Recommendations approved by the order.

The documents required to apply for the Competition are accepted at torgrussia@minprom.gov.ru until April 20, 2018 inclusive.

From 28 to 30 March, the Kazanskaya Yarmarka Expo Centre will host, for the fourth time, the International Automotive Forum TIAF 2018 supported by Automechanika, a leading international exhibition brand in the field of automotive parts, components, and automotive service equipment.

This year's exhibition of the Forum presents the developments of leading automakers, manufacturers and suppliers of spare parts, automotive components, equipment for servicing cars from Russia, Turkey, and China, which will showcase their novelties and best products. In addition to auto components, the exhibition will feature trucks and cars, buses from major automakers and dealers in Russia.

For the second year in a row, the national display of Chinese automotive component manufacturers will be presented within the framework of the TIAF exhibition. 80 companies from China will demonstrate brake chambers and discs, filters, air conditioners, radiators, gearboxes and spare parts for them, lights, windshield wipers, ignition coils, and much more.

On March 28th and 29th, specially for managers, procurement experts of car-care centres and auto shops, B2B meetings with representatives of Chinese companies will be arranged at the exhibition for direct purchases of automotive components.

The Ministry of Industry and Trade of Russia announces a competitive selection of Russian organisations for the right to be granted subsidies from the federal budget for partial compensation of their R&D expenses in priority areas of the civil industries within the framework of implementing complicated investment projects by such organisations in accordance with the Rules approved by the Resolution of the Russian Government No. 1312 of December 30, 2013.

The documents are accepted from March 20 to April 18, 2018.

Today, at the initiative of the Ministry of Industry and Trade of Tatarstan, the next republic’s meeting for the development of children's technical creativity in Tatarstan took place at the Zarechye Children’s Supplementary Education Centre (Kirovsky District of Kazan).

The meeting, chaired by Deputy Prime Minister and Minister of Industry and Trade of Tatarstan Albert Karimov, was attended by representatives of ministries and agencies, concerned industrial enterprises, basic and supporting technical creativity sites. The meeting also saw a children's technical creativity exhibition, an Optima master class for industrial robotics, and model aircraft flying competitions.

After the introductory part, a seminar meeting was held, within which proposals and recommendations were compiled to support, popularise, and develop technical creativity as one of the aspects towards building human resources potential for national industries.

On March 21, the premises of the German-Russian Institute of New Technologies (GRINT) saw the opening ceremony of the KAI-Keysight Laboratory of Computer-Aided Design Systems, jointly with the Keysight Technologies (USA).

The ceremony was attended by Deputy Tatarstan Minister of Industry and Trade Almaz Khusainov and Principal at KNRTU-KAI Albert Gilmutdinov, as well as representatives of Keysight Technologies.

Keysight Technologies is a recognised world’s leader in electronic test and measurement equipment and computer-aided design systems used in high-tech companies around the globe.

Keysight EEsof Electronic Design Automation provides an end-to-end development cycle of radio-electronic and info-communication equipment, that is, concept creation, development of system-level functions (SystemVue), development of RF and microwave components and devices, high-speed digital modules (ADS), development of printed circuit boards and design (Genesys), full-scale modelling, unique 3D electromagnetic and temperature analysis.

The KAI-Keysight Laboratory is designed to become a base site for training students in all relevant areas of bachelor’s, specialist's, and master’s programmes, arranging retraining and advanced training courses for experts at high-tech enterprises (strategic partners of KNRTU-KAI), and conducting R&D activities.

The Ministry of Industry and Trade of Russia extends the period of collecting offers for compiling the List of Technology Areas, with an aim of selecting Russian organisations to be granted subsidies from the federal budget for partial compensation of their R&D expenses in priority areas of the civil industries within the framework of implementing complicated investment projects by such organisations in accordance with the Rules approved by the Resolution of the Russian Government No. 1312 of December 30, 2013.

The offers shall be collected until April 1, 2018 inclusive in the State Information System of Manufacturing Industry at https://gisp.gov.ru/cabinet/org/request/tn/?add=1&year=2018 (new system users need to register).
