Today on July 12, Karabash settlement in the Bugulma District of the Republic of Tatarstan hosted the annual oil summit. The main topic of the traditional meeting with the participation of the Tatarstan President and representatives of the republic’s oil industry was “Human Capital as a Basis for Technological Breakthrough in the Oil and Gas Complex of Tatarstan”.

Rustam Minnikhanov noted that in the present conditions of high oil prices the factor determining the company's success is the cost of production. Therefore, only active introduction of innovations will allow the republic's oilfield workers to ensure efficient oil production and expanded replacement of hydrocarbon reserves under conditions of the mature oilfield development stage and a qualitative deterioration in the structure of the resource base.

It is important to note that the growth rate of the oil refining industry in Tatarstan in the first half of 2018 was 113% compared to the level of the first half of the previous year.

Today, the TANECO refinery launched the installations for hydrotreating of kerosene and diesel fuel.

The event was attended by Deputy Minister of Energy of Russia Pavel Sorokin, Tatarstan President Rustam Minnikhanov, Deputy Minister of Industry and Trade of Tatarstan Aleksey Savelchev, and executives of enterprises in the fuel and energy sector.

New installations will increase the output of products with high added value. The annual feed rates of kerosene hydrotreating unit and diesel hydrotreating unit are 500,000 and 1.6 million tonnes, respectively. These production facilities will allow achieving the optimum level of fuel quality to meet present-day environmental and operational requirements.

TANECO is a high-tech project of Tatneft aimed at developing the oil-refining segment in order to ensure long-term sustainable business development. Tatneft allocated a total of over RUB 307 billion for the implementation of this project. TANECO has become an important project not only for Tatneft, its implementation has provided a synergic effect for many sectors of the republic’s economy, such as mechanical engineering, construction industry, metal industry, and design science.

On July 10 in Yekaterinburg, within the framework of the 9th Innoprom International Industrial Exhibition, a meeting was held between Deputy Prime Minister and Minister of Industry and Trade of Tatarstan Albert Karimov and CEO of KUKA Roboter GmbH Stefan Lampa.

During the meeting, the parties discussed prospects of further cooperation in technology transfer for Tatarstan.

Following the meeting, an agreement was reached to exchange visits and create a roadmap.

On July 10 in Yekaterinburg, within the framework of the 9th Innoprom International Industrial Exhibition, the Rosatom Corporation and the Republic of Tatarstan signed a roadmap for cooperation development.

The signing ceremony was held at the stand of Tatarstan. The document was signed by First Deputy Director General and Director for Development & International Business Unit of Rosatom Kirill Komarov and Deputy Prime Minister and Minister of Industry and Trade of Tatarstan Albert Karimov.

The roadmap signed at the Exhibition suggests creation and consideration of proposals for expanding the use of high-technology products manufactured by the enterprises in Tatarstan, including import-substituting ones, in the interests of the Rosatom Corporation. Following the results of the consideration, it is planned to include the products of the republic’s enterprises in the Unified Sectoral Item Name Directory of Equipment and Materials and to hold a visiting project session by the end of 2018 in order to examine promising areas and cooperation options.

During the tour of the Innoprom Exhibition, Russian Minister of Industry and Trade Denis Manturov examined the process of using 3D augmented reality glasses used in the production of Ford Sollers in Tatarstan.

Ford Sollers participates in the Innoprom International Industrial Exhibition for the first time, presenting its own digital technologies.

The display of Tatarstan features a digital modelling system for production processes currently under development, 3D augmented reality glasses facilitating the work of warehouse workers, and 3D virtual reality glasses used to train new employees.

The digital production technologies presented at the Innoprom were specially developed for Ford Sollers plants in Russia by the company's own IT department. In the process of their design, engineers worked closely with employees and experts to improve work efficiency and safety in the workplace.

The delegation from the Republic of Tatarstan headed by Tatarstan President Rustam Minnikhanov takes part in the 9th International Industrial Exhibition Innoprom being held on July 9 to 12 in Yekaterinburg.

The delegation comprises heads of republic’s ministries, agencies, and enterprises. Tatarstan is participating in the exhibition with its integrated display. During the exhibition events, a number of meetings and signing of documents are also scheduled.

The Innoprom exhibition has been held annually since 2010. This is an effective trading platform for Russian and foreign manufacturers. Two thirds of the exhibitors of Innoprom are international companies. This year, Innoprom will be visited by more than 50,000 people from 95 countries and 59 regions of Russia. The organisers of the exhibition are the Ministry of Industry and Trade of Russia and the Government of the Sverdlovsk Region.

The topic of Innoprom 2018 is the Digital Production. It is no coincidence that the Republic of Korea has become a partner country, since it is one of the leaders in the global industrial revolution.

Today, Kazan hosted the 8th meeting of the Intergovernmental Russian-Emirates Commission for Trade, Economic, and Technical Cooperation. The meeting was co-chaired by Minister of Industry and Trade of the Russian Federation Denis Manturov and UAE Minister of Foreign Affairs and International Cooperation Abdullah bin Zayed bin Sultan Al Nahyan. Tatarstan President Rustam Minnikhanov also attended the meeting.

A number of documents were signed during the meeting, including the Agreement between the Government of the Russian Federation and the Government of the United Arab Emirates on the mutual abolition of visa requirements for citizens of the Russian Federation and citizens of the United Arab Emirates.

It was noted that the tourist flow from our country to the UAE increased by 50% in the last year. “Following the visa waiver, we are counting on an increase in the oncoming tourist traffic,” Denis Manturov said.

From 1 February 2017, the UAE simplified the procedure for issuing 30-day visas to the Russians. Now, the Russian Federation citizens get UAE entrance visas on the border free of charge.

As is known, active work is being done in the Russian Federation to introduce alternative sources of energy, including that in the territory of Tatarstan.

Pursuant to the instruction by the Tatarstan Cabinet of Ministers (item 7 in the Meeting Minutes No.1-PK of March 13, 2013) regarding the development of renewable energy sources in the republic, a working group (WG) has been established on the construction of small hydroelectric power plants in Tatarstan.

The WG composition included representatives of the Tatarstan Ministry of Industry and Trade, the Tatarstan Ministry of Ecology and Natural Resources, the Tatarstan Centre for Energy Saving Technologies, the Federal Agency for Hydrometeorology and Environmental Monitoring in Tatarstan, and a representative of RusHydro.

Today, the Ministry hosted the first WG meeting under the chairmanship of Deputy Prime Minister and Minister of Industry and Trade of Tatarstan Albert Karimov (also head of the working group), within the framework of which questions were discussed about the prospects for the development of small hydropower plants in Tatarstan.

The Kazakhstan-Tatarstan business forum was held in Astana under the chairmanship of First Deputy Prime Minister of Kazakhstan Askar Mamin and Tatarstan President Rustam Minnikhanov.

“We are interested in expanding economic and investment ties with our partners from Kazakhstan in the field of automotive, shipbuilding, helicopter construction, petrochemicals, high-tech, and other industries. Many of our leading companies is working in Kazakhstan, such as Tatneft, KAMAZ, Kazan Helicopters. The SEZ Alabuga registered a resident with the participation of the Kazakhstan-based Kainar Technologies for the production of storage batteries”, Rustam Minnikhanov noted.

Last year, the Tatarstan-Kazakhstan trade turnover increased by 40% exceeding US$ 700 million. The plans are to bring this figure to US$ 1 billion.

Deputy Prime Minister and Minister of Industry and Trade of Tatarstan Albert Karimov made a presentation of the socio-economic and investment potential of Tatarstan. Top executives of Tatneft, TAIF, KAMAZ, Ak Bars Holding Company, Kazan Helicopters and others also presented their products.

In conclusion, a number of cooperation documents were signed.

In accordance with Article 14 of the Federal Law No. 488-FZ of December 31, 2014 “On Industrial Policies in the Russian Federation” (further, “the Federal Law”), the State Information System of Manufacturing Industry has been established (further, “the GISP”) for the purposes of automating the processes for collecting and processing the information required to support the implementation of industrial policies and the exercise of the powers of the federal executive authorities relating to the stimulation of industrial activity, informing about the support being provided to industry participants, increasing the effectiveness of the exchange of information on the state of industry and the forecast for its development.

Pursuant to item 7 of Article 14 of the Federal Law, the industry participants shall be required to submit information to the GISP operator to be included in this information system and that does not constitute information, access to which is restricted by federal laws.

With a view to implementing the provisions of the Federal Law, Resolution of the Russian Government No. 1604 of December 21, 2017 was approved establishing the composition, procedures, and frequency of submitting information by industry participants to the GISP.

In this regard, the industrial enterprises in Tatarstan should submit information to the GISP operator in the composition and pursuant to the procedures established by the Resolution. Forms and methodological recommendations for filling them can be found in the orders of the Russian Ministry of Industry and Trade No. 585 of February 28, 2018 and No. 586 of February 28, 2013.
