Today, Minister of Industry and Trade of Tatarstan Albert Karimov took part in the 11th Russian-German Raw Materials Conference in Potsdam 2018. The Conference is held under the auspices of Minister President of Brandenburg Dr. Dietmar Woidke, and is an important platform for discussing industry topics in the energy and commodity sectors and for initiating bilateral cooperation projects.

In the course of plenary sessions, leaders of Russian regions, ministries and agencies, professionals and market experts of the two countries discussed the following topics:

  • Commodity regions in transition: consequences of resource-related structural development processes
  • Russia's challenge sustainability / environmental protection: opportunity for a new modernisation partnership?
  • Digitisation of the raw materials industry
  • High-tech use of traditional energy resources
  • Technologies for the development of non-profitable deposits
  • Prospects of Russian-German university and research cooperation

Both Russia and Germany have a long-term, traditionally rich experience of cooperation between research institutions and enterprises. Tatarstan registered about 90 companies with the participation of German capital. The raw materials industry is today one of the key areas in Russian-German cooperation.

A briefing was held today in the Tatarstan Cabinet of Ministers with the participation of Deputy Minister of Industry and Trade of Tatarstan Almaz Khusainov, its main topic being the completion of the zonal qualifying rounds of the 6th Our Time - Beznen Zaman Annual Open Republic’s TV Festival of Working Youth Creativity. Minister of Youth Affairs of Tatarstan Damir Fattakhov, Executive Director at Culture Development Support Foundation under the Tatarstan President Nuriya Khashimova and Executive Director of “Our Time-Beznen Zaman” Festival Natalya Smirnova also answered journalists' questions.

The competitions of the 6th Festival enjoyed attendance of more than 800 contestants, representing over 170 organisations from different districts of Tatarstan. The Festival is open to individual performers, performance groups, as well as teams representing one organisation. The teams are composed of working young people aged 18 to 35, for whom music, dance, etc. are not professional activities.

The Festival is a TV show: all gala concerts are recorded and broadcasted on the TNV channel. Winners and laureates of the Festival are awarded with diplomas, memorable gifts, and cash prizes; the Grand Prix winner is awarded with Challenge Cup of the Tatarstan President and a cash prize of 250,000 roubles.

Tatneft employees took part in the Best in Profession All-Russian Competition, which runs from November 1 to November 3 in the city of Noyabrsk (Yamalo-Nenets Autonomous Okrug).

Oil operators of Yelkhovneft Field Office Aleksey Kuptsov and Ilnur Salimov, as winners of the republic’s professional skills competition, were honoured to represent the republic among the best workers in the country.

The competition tasks consist of two parts, theoretical and practical. The latter is being organised at cluster sites of the Sporyshevsky field operated by the Gazpromneft-Noyabrskneftegaz company. The competitors will have to replace the valve in the production well and measure its daily performance. Tasks will be carried out both in a special pavilion and outdoors.

The expert committee included representatives of the Russian Ministry of Labour and Social Protection, the government of the autonomous region, scholars, and the enterprises’ executives. Competition awardees will receive cash prizes, and the winners will be invited to the Government House of the Russian Federation, along with the rest of the country’s best blue-collar job representatives.

The Best in Profession All-Russian Competition in the category of the “Best Operator in Oil and Gas Production” is taking place in the city of Noyabrsk, Yamalo-Nenets Autonomous Okrug, on the basis of Gazpromneft-NNG.

The diploma holders of the Government Quality Award 2018 have become known today. The Council for the Russian Government's Quality Awards approved the winners of the competition that include organisations from 12 Russia’s regions. Tatarstan became the leader in number of the diploma holders.

The diplomas were awarded to four republic’s enterprises, the Tatneft-AZS Centre, the Manpower Training Centre of Tatneft, the Kazan Plant of Compressor Mechanical Engineering, and the Shifaly Su-Izhminvody Health Resort.

The Government Quality Award has been awarded annually to organisations for achieving significant results in the field of quality of products and services, as well as for implementing high-quality methods of quality management.

In accordance with international practice, the Quality Award has no monetary component. The winners receive prizes and diplomas of the Russian Federation Government, as well as the right to use the Award symbols in their promotional materials.

Today, Minister Karimov held a meeting with top management of Chinese companies Aramicore and Sinoma, and their Russian partner, Tulpar IG.

During the meeting, the executives of Aramicore and Sinoma announced their intents to build production facilities in the republic. The investors’ plans include choosing a suitable site and starting production, in order to bring the output of honeycomb core up to 3,000 cubic metres in the next two years.

Aramicore Composite Co., Ltd.

Manufacturer in the field of aramid paper honeycomb, aluminium honeycomb, and honeycomb composite panels. Aramicore has AS 9100C aerospace-level quality certification. The company's products are widely used in the aerospace, industrial, and railway applications.

Sinoma Science & Technology Co., Ltd

Develops, manufactures, and sells technology and equipment for the production of special fibre composites in China. It is part of SINOMA (China National Non-Metallic Materials Corporation), one of Top 500 companies in China. In May 2018, a merger took place with CNBM (China National Building Materials Group Corporation), which has also ranked among Top 500 Chinese companies.

SINOMA and CNBM hold aggregate assets of over RMB 600 billion and have more than 250,000 employees.

Tatarstan welcomed today, for the first time, the visit by President & CEO of SEMITEC Corporation Mr. Ishizuka. The meeting was held by Deputy Minister German Lerner. In addition, the meeting was attended by appointed Representative of Tatarstan in Japan Tamerlan Abdikeyev. The Japanese company executives were presented with investment opportunities in the region and the republic’s industrial potential; the parties expressed mutual interest in the development of Tatarstan-Japanese cooperation.

SEMITEC Corporation was founded in 1958 and is headquartered in Tokyo (Japan). The corporation manufactures and sells electronic components in both domestic and international markets. They offer temperature sensors, such as thermistors, as well as sensor assemblies for use in office automation, automotive, medical, home appliances, industrial appliances, and standard assemblies applications. The company was formerly known as Ishizuka Electronics Corporation and changed its name to SEMITEC Corporation in 2011.

On the premises of the Kazan State Power Engineering University, the Ministry of Industry and Trade of Tatarstan organised a workshop meeting on the development of energy saving and energy efficiency programmes by public sector organisations in Tatarstan. The meeting was attended by employees of executive authorities and local self-government bodies of Tatarstan.

In her speech, Head of Energy Saving and Energy Efficiency Dept. at the Ministry of Industry and Trade of Tatarstan Yevgenia Katkova said: “The lack of an approved energy saving programme for a municipal entity, an executive authority, or a government or municipal agency leads to violation of current legislation and the imposition of appropriate administrative fines. The availability of an energy saving programme is verified by relevant supervisory authorities that monitor the implementation of energy saving legislation; also, the monitoring for programme updates is carried out by the Ministry of Industry and Trade of Tatarstan. In addition, data on energy conservation programmes should be entered into the State Energy Efficiency Information System, as well as published on the official websites of municipalities, government bodies, and public sector institutions”.

Head of the Energy Efficiency Analysis and Forecasting Dept. at the Tatarstan Centre for Energy Saving Technologies under the Tatarstan Cabinet of Ministers Yekaterina Boroday described in detail the development and updating of energy saving and energy efficiency programmes for government / municipal institutions.

Today, the Ministry of Industry and Trade of Tatarstan hosted a working meeting between Minister Karimov and Ambassador Extraordinary and Plenipotentiary of Japan to Russia Toyohisa Kozuki. The Ambassador’s visit to Kazan was timed to the opening of the Culture without Borders exhibition in the Kazan Kremlin, which is held as part of the Japanese culture festival and the Russia-Japan cross year. As is known, 2018 is the year of Russia in Japan and the year of Japan in Russia.

During the meeting, Mr. Kozuki noted that the sphere of mutual interests of the two countries lies not only in the Japanese-Russian humanitarian exchange, but also in the field of oil and gas processing, agriculture, and science.

In addition, the parties discussed the opportunities of increasing the commodity turnover between the two countries, the prospects for interregional cooperation and collaboration in the economic sphere.

Minister Karimov held a working meeting with the delegation of the Krylov State Research Centre (St. Petersburg) headed by its Director General Vladimir Nikitin. The meeting was held in an expanded format with the participation of Head of Ak Bars Shipbuilding Corporation Renat Mistakhov, Head of Zelenodolsk Design Office Yevgeny Zhirkov, other representatives from enterprises and the Ministry of Industry and Trade of Tatarstan.

The Minister in his welcoming speech noted that a contemporary production enterprise should use industry-specific scientific knowledge in its operations, focus on technical trends and innovations, prepare a professional staff with this knowledge in mind.

Vladimir Nikitin, Director General of the Krylov State Research Centre, said: “Our centre is ready to open a representative office in Tatarstan (Zelenodolsk) for the implementation of joint projects in the field of shipbuilding and the training of professional shipbuilders using the industry’s research base.

At the end of the meeting, the Cooperation Agreement was signed between the Ak Bars Shipbuilding Corporation and the Krylov State Research Centre.

The Republic of Tatarstan will be among the regions implementing a pilot project of organising the input quality control of cable products at construction sites.

The decision to introduce cable quality control at capital construction sites in the Russian regions was taken in December 2017 by the State Committee to Combat Illicit Trafficking in Industrial Products under the Russian Ministry of Industry and Trade. The list of pilot areas included Mordovia, Chuvashia, Vladimir, Moscow, Samara, Sverdlovsk regions, and later, Tomsk Region.

It is assumed that the input control of cable products at construction sites will be carried out in several stages. Methodical recommendations for documentary checks were even developed for the suppliers’ competitive selection stage: from searching information in the Unified State Register of Legal Entities to analysing products’ certificates of conformity, operating instructions, and technical conditions.

“If at least one of the listed points arouses suspicion, this could be a reason for not allowing the supplier to the tender. At the second stage, the documentation and products that have already been brought to the construction site, their characteristics and labelling, are re-checked. At the third stage, the Electrocable Association, at the developer’s request, can conduct laboratory cable tests”, explained Vladimir Kashkin, coordinator of the Risk-Free Cable Project.
