Under the chairmanship of Alfia Kogogina, Deputy Chairman of the State Duma Committee for Economic Policies, Industry, Innovation Development, and Entrepreneurship, the Ministry of Industry and Trade of Tatarstan hosted a meeting of the working group on attracting federal budget funds to the republic’s economy and participation of Tatarstan in federal targeted programmes, such as the “Industrial Development and Increasing Competitiveness”, investment programme of Gazprom, raising resources under the Industrial Development Fund, and others.
The meeting was attended by representatives of industrial enterprises, as well as the republic’s Ministry of Industry and Trade. The participants to the meeting discussed issues arising during the process of applying for existing measures of State support for the industrial sector, outlined possible directions for further work on involving more Tatarstan businessmen in the active application process.
“The funds received through the programme, whether there are subsidies for some of the R&D costs, leasing projects of the Industrial Development Fund, or subsidies for cooperation between universities and enterprises, are eventually working for the development of the republic, its industry, small and medium-sized businesses, infrastructure development, and improving the quality of life of citizens in Tatarstan”, commented Alfia Kogogina.
Decree of the Russian Federation Government No. 1564 dated December 16, 2017 approved a new version of the Rules for Concluding a Special Investment Contract and the Model Form for Concluding a Special Investment Contract. The objective of the document is to improve the mechanism of the special investment contract (further, “the SPIC”) upon experience of its practical application.
The decree determines two other federal executive bodies to be authorised to conclude SPICs. Now, in addition to the Ministry of Industry and Trade of Russia, a SPIC can be concluded by the Ministry of Energy and the Ministry of Agriculture.
Enterprises of oil refining, gas processing, petrochemical, coal, and electric power sectors can apply for the conclusion of a special investment contract to the Ministry of Energy of Russia.
The new amendments regulate in more detail the procedures for considering investors’ applications for the conclusion of a SPIC, agreeing on its terms, altering and terminating the contract. The Rules set forth the requirements to investors applying for the conclusion of a SPIC, expand the list of documents to be provided as part of the application for the conclusion of a SPIC, specify the powers of the interdepartmental commission that is authorised to consider investors’ applications and take relevant decisions on them. The Model Form has been adjusted with consideration for the established practice of concluding SPICs.
On December 20, a meeting of the Coordination Council for Compatriots’ Affairs under the Tatarstan President was held, chaired by Chairman of the State Council of Tatarstan Farid Mukhametshin.
The head of the republic's parliament named the Sixth World Congress of Tatars a historical event of the outgoing year, at which it was decided to create a Milli Shura National Council.
It was stated today at the Coordination Council meeting that the republic has worked out the governmental programme “Assistance to Voluntary Resettlement to Tatarstan of Compatriots Residing Abroad for 2017-2018”. The implementation of this programme will allow the resettlement of 300 compatriots to the republic (100 programme participants and 200 members of their families). The total amount of funding the programme is RUB 8.903 million.
The Coordination Council meeting was also attended by Head of the Tatarstan Presidential Office Asgat Safarov, Deputy Chairman of the State Council Rimma Ratnikova, President of the Republic’s Academy of Sciences Myakzyum Salakhov, representatives of relevant ministries and agencies, and deputies of the Tatarstan parliament.

Today in the Laishevo District of Tatarstan, Transneft-Prikamye commissioned two new oil product-pumping stations built within the framework of the Sever-25 investment project. Transneft-Prikamye has completed the construction of the existing main oil product pipeline Almetyevsk-Nizhny Novgorod in the territory of Tatarstan: Mikhailovka-1 and Kovali-1 pumping stations. In addition, two main pumping stations (MPS), Almetyevsk and Nizhnekamsk-2, were reconstructed. As a result, the real throughput capacity of the Almetyevsk-Starolikeyevo section increased from 7 to 11.5 million tonnes per year.
Today in the Pestretsy District of the Republic of Tatarstan, the Bogorodskoye gas distribution station has started operating with a capacity of 5.25 billion cubic metres of gas a year. The opening ceremony was attended by Tatarstan President Rustam Minnikhanov, Director General of Gazprom Transgaz Kazan Rafkat Kantyukov, as well as representatives of Tatarstan’s ministries and agencies.
An investment project worth over RUB 12 billion started in 2010. Its goal was to remove the main stations from Kazan, completely renew the Minnibaevo-Kazan gas trunk line (commissioned in 1954) and increase its capacity by almost 2.5 times.
Its first reconstruction stage was completed in 2016. At that time, more than 61 kilometres of the main gas pipeline were replaced and the gas metering, pressure reduction, and odorising unit (UZROG) was built. To date, the construction of two more sections of the pipeline, the main gas regulating station, and the Bogorodskoye gas distribution station, one of the largest in Tatarstan, has now been completed.
Russian President Vladimir Putin identified the gas infrastructure development of the regions as a strategically important task. He repeatedly stressed that Gazprom's plans to increase provision of gas supply should be coordinated with regional authorities. And this is how this work was organised in Tatarstan.

The annual professional skills competition “Best in Profession 2017” was completed at the Kazan Helicopters. It lasted for two weeks; participants were assessed on 9 skills. The final stage in the Life Cycle Management skills was held in the format of the “TechnoPRORYV” business game.
The professional skills competition was participated by employees of the Kazan Helicopters aged up to 35. About 150 workers competed in such skills as operator of computer-controlled turning and milling machines, assembler/riveter, installer of helicopter electrical equipment, process engineer, structural engineer, team production, and life cycle management.
The programme helps develop specific skills, unite the team and create an atmosphere for productive work, enhance workforce capacity, reach the target for implementing R&D results, improve the competence of young professionals and the managerial skill pool, establish corporate relations. In addition, the best ideas and proposals are contributed to the company-wide strategic development programme.
Jointly with employees of the Kazan Helicopters, students of “helicopter classes” from Gymnasium No.8 and School No.54 of Kazan, as well as - for the first time - students from the University of Talents, also took part in the project development activities.
