On 14 January 2016, within the framework of the Gaidar Forum 2016, a project on creation of a geographically separated innovation and production centre “InnoKam” in Tatarstan was presented during one of the panel discussions.
The event was attended by Tatarstan President Rustam Minnikhanov, Tatarstan Deputy Prime Minister and Minister of Industry and Trade Albert Karimov, and representatives of Russian and Tatarstan government authorities.
Principal of the Russian Presidential Academy of National Economy and Public Administration (RANEPA) Vladimir Mau was a moderator during the panel discussions.
The “InnoKam” project will eliminate existing infrastructure restrictions and create a platform for economic growth.
The concept of the “InnoKam” centre project was elaborated by the Russian Presidential Academy of National Economy and Public Administration (RANEPA) jointly with the Republic of Tatarstan.
On 13 January 2016, Tatarstan Deputy Prime Minister and Minister of Industry and Trade Albert Karimov being a part of the Tatarstan delegation headed by Tatarstan President Rustam Minnikhanov took part in the 7th Gaidar Forum “Russia and the World: Looking to the Future”.
The forum is held from 13 to 15 January at the Russian Presidential Academy of National Economy and Public Administration (RANEPA) in Moscow.
Russian Prime Minister Dmitry Medvedev opened the plenary session of the Gaidar Forum 2016 with his welcome speech.
Within the framework of the Gaidar Forum 2016, a rating of “Innovative Business in the Russian Regions” was presented. The rating was elaborated by Russian Presidential Academy of National Economy and Public Administration (RANEPA) jointly with the Association of Innovative Regions of Russia (AIRR).
On 12 January 2016, Tatarstan Deputy Prime Minister and Minister of Industry and Trade Albert Karimov participated in the meeting between Tatarstan President Rustam Minnikhanov and the delegation from China headed by Kong Xinglong, Deputy Chairman of the Production and Construction Corps of the Xinjiang Uyghur Autonomous Region of the People's Republic of China.
During the meeting, the parties discussed issues of implementing a large investment project in the agricultural sector in Tatarstan. The project covers several districts of the republic and involves the development of livestock breeding and crop growing, as well as the establishment of processing plants. China is willing to invest in the development of irrigation systems and purchase of agricultural machinery.
Rustam Minnikhanov noted that Tatarstan is interested in development of this project.
On 12 January 2016, Tatarstan Deputy Prime Minister and Minister of Industry and Trade Albert Karimov chaired the meeting during which the participants discussed the issues of promoting Tatarstan products to foreign markets and the measures of the State support of export activities of Tatarstan industrial enterprises at the regional and federal levels.
During the meeting, the participants discussed issues of interaction between the Tatarstan Ministry of Industry and Trade and the Federal State governmental authorities (the Russian Ministry of Foreign Affairs, the Russian Ministry of Economic Development, the Russian Ministry of Industry and Trade), as well as specialized organizations (GK Vnesheconombank, AO Russian Export Centre, AO EXIAR, etc.) on rendering assistance to Tatarstan industrial enterprises in development of international, interregional and foreign economic relations, attraction of foreign investments and promotion of products to the foreign and domestic markets.
The project of PAO Tatneft “Development of the heavy oil stock hydroconversion technology for production of high-quality fuels, oils and raw materials for petrochemical processes” is granted the status of a national project.
The decision was made during the meeting of the working group under the Russian Ministry of Energy chaired by Minister Aleksandr Novak on the selection of national projects for implementing innovative technologies and advanced materials in the energy sector. The project of the company is the first Russian high-rated project for deep processing of oil residues, including conversion.
The implementation of this technology will increase the depth of oil refining in the Russian Federation, as well as the export capacity of Russian oil up to 30 million tonnes, it will also replace fuel oil with high quality oil products, etc.
The team of KAMAZ-Master held the lead at the 7th stage of the famous Dakar-2016 rally. The team comprised four crews.
The crew headed by Eduard Nikolayev on KAMAZ ranked 1st. The crew headed by Ayrat Mardeyev on KAMAZ ranked 2nd. The crew headed by Dutch Peter Versluis on MAN ranked 3rd. The crew headed by Andrey Karginov on KAMAZ ranked 5th.

On 29 December 2015, a meeting of PAO Tatneft Board of Directors was held in Almetyevsk under the chairmanship of Tatarstan President and Chairman of the Board of Directors Rustam Minnikhanov.
The Board of Directors considered the budget performance for 11 months of 2015 and approved the budget for Q1 of 2016. During the meeting, the participants discussed issues of further development of OOO P-D Tatneft-Alabuga Fiberglass, as well as the results of activities and strategies for further development of tyre complex enterprises of OOO MC Tatneft-Neftekhim.
The Board of Directors considered a number of other issues related to activities of PAO Tatneft.
On 29 December 2015, Tatarstan President Rustam Minnikhanov made a tour of TANECO plant and learned about the construction progress of new facilities. He was escorted by Tatarstan Deputy Prime Minister and Minister of Industry and Trade Albert Karimov, Aide to the Tatarstan President Rinat Sabirov, Director General of OAO Tatneft Nail Maganov, Director General of AO TANECO Leonid Alekhin, Aide to the Tatarstan President on Oil Industry Shafagat Takhautdinov, Head of the Nizhnekamsk District Aydar Metshin, etc.
The delegation headed by Rustam Minnikhanov visited the naphtha splitter unit for separating naphtha into light and heavy fractions, which is under construction now. The commissioning of the facility is scheduled for the end of Q1 of 2016.
The President and the delegation learnt about the construction progress of the atmospheric and vacuum distillation unit. Hydrocarbon gas, volatile naphtha, kerosene, diesel and vacuum fractions, vacuum gasoil, and tar will be produce there. The commissioning of the unit is scheduled for late 2017.
The delayed coking unit which is designed to produce an additional quantity of the target oil products from the residue of primary crude distillation was visited as well.
On 29 December 2015, Nizhnekamsk hosted the official ceremony of completion of the first stage of upgrading of OOO Nizhnekamsk Thermal Power Plant and commissioning of new power facilities. The ceremony was attended by Tatarstan President Rustam Minnikhanov and Tatarstan Deputy Prime Minister and Minister of Industry and Trade Albert Karimov.
After the reconstruction the main goals were achieved: the dependence of electrical energy production on thermal energy consumption will be eliminated, the capacity of the plant will be increased from 380 to 730 Mw, and annual electricity generation will be increased from 1376 to 3043 kWh.
The deficit of electric power in the Nizhnekamsk power district will be reduced significantly. The reliability of power supply will be maximized.
