Minister of Industry and Trade of the Russian Federation Denis Manturov arrived in Tatarstan today on a working trip. Immediately upon his arrival at the Begishevo International Airport, the head of the Russian ministry went to the Alabuga Special Economic Zone. Here Denis Manturov, accompanied by Tatarstan President Rustam Minnikhanov examined the plant of Ford Sollers Yelabuga.
Currently, preparations are underway at the Ford Sollers Yelabuga site for the start of serial production of Aurus luxury cars. The project is a serious incentive for the socio-economic development of Tatarstan making it possible to effectively use the potential of the Russian automotive market in commercial vehicle segment. Minister Manturov was presented with a company’s plan to reach design capacity until 2024.
Within the visit to the Alabuga SEZ, Rustam Minnikhanov presented Minister Manturov with the republic’s award, the Order of Merit to the Republic of Tatarstan.
The event was attended by Deputy Prime Minister and Minister of Industry and Trade of Tatarstan Albert Karimov, Director General of the SEZ Alabuga Timur Shagivaleyev, Chairman of the Sollers Board of Directors Vadim Shvetsov, Director General of Aurus Adil Shirinov, and others.

The next Polymer Day chaired by Deputy Minister Aleksey Savelchev took place on December 13, 2019 at the Ministry of Industry and Trade of Tatarstan.
The main issue on the agenda was the proposal to create a Fund for the Development of Petrochemical Complex in Tatarstan.
The project concept was presented by representatives of Tatneftekhiminvest-holding. It is expected that the fund will act in order to promote the development and intensification of innovation in the oil, gas, and chemical spheres of the republic.
The invited participants - representatives of Tatarstan’s industrial enterprises, such as Tatneft, Kazanorgsintez, Nizhnekamskneftekhim, and others - discussed in detail the structure and specific features of such a fund. Colleagues touched on the topics of financial support, goals and objectives, as well as the form of governing the organisation.
The famous Kama Automotive Plant, KAMAZ, is celebrating its 50th anniversary.
The company was founded in 1969 and gradually turned into a huge complex of facilities manufacturing state-of-the-art heavy-duty vehicles. Over the half-century history of KAMAZ, its trucks have earned universal recognition both in Russia and abroad.
Anniversary events started in Naberezhnye Chelny on December 5, 2019. A concert was held in the city’s Organ Hall with the participation of Tatarstan President Rustam Minnikhanov, Deputy Minister of Industry and Trade of Tatarstan Ildar Mingaleyev, representatives of government authorities, as well as current and retired employees of the company. The Tatarstan President presented State awards to distinguished professionals. The KAMAZ staff received the Order of Merit to the Republic of Tatarstan.

In December 2019, the facility for single-step butane dehydrogenation (SBD) at the Butyl Rubber Plant of Nizhnekamskneftekhim marked the 45th anniversary since its establishment. During this period, divinyl and butane-butylene fractions were produced in the volume of more than 2.7 million tonnes each.
For a company, the SBD facility is an important source of raw materials that manufactures the main products necessary for the production of NdBR, lithium based BR, and other rubbers.
SBD facility is a unique large-capacity unit with certain process features. The facility consists of two workshops, SBD-2 and SBD-10, manufacturing the largest volumes of divinyl, up to 320 tonnes per day.
As part of major overhaul in 2019, a large-scale equipment replacement was carried out at SBD units. Some process equipment was retrofitted, including steam turbines and compressors, furnace coils and recovery boiler tubes were replaced, the catalyst was reloaded on eight dehydrogenation reactors at the SBD-2 workshop.
Plant employees also implement environmental and energy conservation measures, work on improving technologies and equipment. Compared with the design values, the volume of substances burned in a flare unit has been significantly reduced.

Today, a bankruptcy procedure was opened against OOO Invent (owner of manufacturing enterprises that are part of the Invent Group) under the Federal Law on Insolvency (Bankruptcy). This step is a least-evil solution due to the inability of the group’s enterprises to service a high debt burden.
The strategic goal of the current procedure is to create the necessary conditions for attracting investors interested in developing a core business on an existing site.
The largest secured creditor, AO Gazprombank, is interested in maintaining the value of the asset, an indispensable condition for which is the preservation of production potential and its workforce.
The Government of Tatarstan, Gazprombank, and other concerned parties reached agreements on joint actions aimed at supporting the enterprises of Invent Group, including the formation of a contractual base on the existing production circuit.
To this end, production activities continue to be carried out without loss of jobs and salaries in accordance with applicable laws and local acts of the organisation.
The Expert Council of the Industrial Development Fund (IDF) approved a loan to the Transport Electrical Equipment Plant (Naberezhnye Chelny) under its Components programme.
Using a loan of RUB 464.1 million, the Transport Electrical Equipment Plant plans to upgrade and expand the production of EDU-133PCh electric motors for diesel locomotives. The production cost of the electric motors will be 25% lower than foreign ones and 7% lower than their domestic counterparts. The total project budget is RUB 590.3 million, of which RUB 464.1 million will be provided by IDF as a soft loan.
An increase in the supply of Russian electric motors would result in the substitution of imported products. According to the company, imported products currently account for 70% of the annual demand in Russian Railways. The implementation of this project would reduce it to 30%.
The EDU-133PCh electric motor is designed for shunting diesel locomotives used at short distances within the depot or on industrial sites.

Tatarstan President Rustam Minnikhanov had a meeting with Director General of AO Promtech Valery Shadrin.
The Director General of the Corporation presented a prospective development programme for the Kazan Synthetic Rubber Plant. The meeting dealt with problematic issues and production prospects of the company declared bankrupt in July. Valery Shadrin confirmed that the work of all the workshops has now been restored and announced plans to unconditionally maintain the company’s competencies, as well as to develop new technologies.
“This is not an easy project. We have already completed the first steps in November and December this year. 250 people returned to production. The company is entering the new year with a package of orders”, said Valery Shadrin.
The full-scale synthetic rubber production recovery programme was supported by Tatarstan President Rustam Minninkhanov, Prime Minister of Tatarstan Aleksey Pesoshin, and Minister of Industry and Trade Albert Karimov.
In addition, at a meeting between Rustam Minninkhanov and Valery Shadrin, issues related to the development of AO Promtech-Kazan were discussed, including the construction of a new production complex with a total area of 20,000 square metres. The Tatarstan President supported Company’s projects and gave instructions to the Government to provide all necessary assistance.

Minister of Industry and Trade of Tatarstan Albert Karimov had a meeting with guests from the State of Palestine.
The delegation headed by Hebron Governor Jibreen al-Bakri was composed of representatives of the Palestinian business community.
The participants to the meeting expressed mutual consent to develop bilateral cooperation between the Republic of Tatarstan and the State of Palestine.
Governor Al-Bakri outlined potential areas for mutual partnership, such as the economic sector, agriculture, tourism, culture, and education. During the meeting, representatives of Palestine stated their proposals for establishing business ties with the companies in Tatarstan in the fields of mechanical engineering, electric power, and supplies of agricultural produce (grain crops and others).
In conclusion, the Palestinian guests thanked the Republic of Tatarstan and the Ministry for the warm welcome and expressed hope for further cooperation in the future, in particular, in the format of B2B meetings.

Within the framework of the meeting with industrial enterprises chaired by Tatarstan President Rustam Minnikhanov, the award ceremony of the republic’s Engineer of the Year contest was held today.
The contest was held for the first time in 12 industrial areas for three age categories of participants. A total of 258 applications were submitted for participation in the contest, after considering which, 33 representatives from 21 republic’s enterprises became winners. The contest’s commission headed by Ibragim Khisameyev noted the high level of the papers submitted by the participants.
