Today, the Alabuga Special Economic Zone saw the grand opening of a state-of-the-art August Company facility for the production of chemical plant protection solutions that are beyond compare worldwide. The opening ceremony of the August-Alabuga plant was attended by Tatarstan President Rustam Minnikhanov, Deputy Prime Minister of Russia for Agro-Industrial Complex, Natural Resources and Environment Aleksey Gordeyev, and Deputy Minister Aleksey Savelchev from the Ministry of Industry and Trade of Tatarstan. The honoured guests also include representatives of relevant ministries from Belarus, Kazakhstan, and Kyrgyzstan and heads of major August Company partner enterprises, and other officials.

Construction of the facility began in 2016; the plant received a certificate from the Rostekhnadzor in May 2019. In addition to August, the construction investor was the Industry Development Fund, which provided a loan of RUB 500 million.

The production output of the August-Alabuga plant is 50 million litres of finished products and 8 million cans of plastic packaging per year. The company boasts of advanced equipment and has a high degree of automation. The plant will apply the clean production method, also used in the cosmetic and pharmaceutical industries.

The August-Alabuga facility will produce herbicides, fungicides, insecticides, disinfectants in liquid form, as well as multi-layer high-strength polymer cans with a capacity of 5 and 10 litres with an internal protective layer for packaging plant protection products.

The Association for the Development of Clusters and Technology Parks of Russia continues to work on the development of industrial and technology infrastructure in Russian regions, including that intended for small and medium-sized businesses. Experts of the Association, jointly with the Institute of Knowledge Economy have developed the educational programme titled “Industrial Technoparks: Creation and Operational Management” to be held from July 15 to July 26, 2019.

The programme was developed within the framework of the SME Business and Support for Individual Entrepreneurial Initiative national project and for the implementation of the federal project titled “Acceleration of Small and Medium-Sized Businesses”.

Participation in the educational programme is opened for representatives of executive authorities in the field of economic and industrial policies, SME support infrastructure organisations, managers and experts at management companies of technology parks and industrial technoparks, as well as representatives of large and medium-sized businesses interested in the development of traditional industrial sites from an industrial technopark pattern.

A meeting was held today at the Tatarstan Ministry of Industry and Trade on the issue of foreign economic activities for OOO PC Poligran. The company manufactures polymer compositions for the Russia’s cable industry.

The subject of the meeting was potential exports of PC Poligran products to Uzbekistan. Experts from the Tatarstan Ministry of Industry and Trade, the Tatarstan Centre for the Support of Exports, and the Tatarstan Chamber of Commerce and Industry clarified the issues of obtaining a ST-1 certificate confirming the goods’ country of origin, filling a customs declaration for exporting products to Uzbekistan, as well as executing proper legal documents and providing commodity passport.

The support of exporters in Tatarstan, including new ones, is provided within the framework of the regional project titled “Systemic Measures for the Development of International Cooperation and Exports”, which is part of the International Cooperation and Exports national project The project provides for informing enterprises about support measures rendered by the Russian Exports Centre and ensuring interaction with Tatarstan’s representative offices for promoting exports.

The ST-1 certificate or certificate of origin is a document specifying the country of manufacture of the goods moved across the border. This certificate is required at customs and exempts goods from customs taxes and duties (in whole or in part).

Today, the Tatarstan Ministry of Industry and Trade hosted a meeting with representatives of the Turkey-based Sanem Plastic, which manufactures polymer products, in particular polyvinyl chloride (PVC), on its own equipment, from which it produces rolled polymer films and non-woven tablecloths.

Sanem Plastic has plans to localise its facilities in Tatarstan. “We are interested in opening our production in your republic and the support from the Tatarstan Government is very important to us”, said its General Manager Yalçın Kutay.

Deputy Minister of Industry and Trade of Tatarstan Aleksey Savelchev explained in detail the benefits of localising their facilities in Tatarstan to the Sanem Plastic representatives: the company can be given various tax and customs preferences, assistance in setting up its production, consulting aid and support. Company’s representatives were offered a number of sites for the opening of plant there: the Alabuga Special Economic Zone and several priority social and economic development areas.

Sanem Plastic was founded in 1996 in Turkey and is headquartered in Izmir. The company manufactures nonwovens based on polyester fibres and furniture for trade outlets. The average company’s output is 60,000 rolls per month. It exports 98% of its products to more than 50 countries worldwide.

On June 27, the Ministry of Industry and Trade of Tatarstan hosted a working meeting chaired by Minister Albert Karimov.

The meeting was attended by Deputy Head of the Tatarstan Presidential Administration and Head of the Tatarstan Presidential Expert Department Igor Leonidovich, as well as representatives of the Tatarstan Association of Enterprises and Industrialists, the Tatar Book Publishing House, the State Archive of Tatarstan, and the Gorbunov Kazan Aircraft Plant.

The meeting participants discussed issues of publishing and reprinting books and collections of outstanding figures – heads of industrial enterprises working during the Great Patriotic War and in the post-war years.

The meeting also decided to establish a special organising committee and a working group on these issues.

The Ministry of Industry and Trade of Russia will implement a new measure of government support for the digital industry transformation: partial subsidies towards the cost of developing digital platforms and software products in order to create and/or develop high-tech industrial products.

The rules for granting subsidies were approved by Government Decree No. 529 of April 30, 2019.

The competitive selection is scheduled from August 1 to August 20, 2019.

Today, the Tatarstan Ministry of Industry and Trade of the Republic hosted a regular meeting of the Tatarstan Committee to Combat Illicit Trafficking in Industrial Products.

The meeting discussed issues of introducing mandatory labelling of shoes and the results of an experiment to introduce input quality control of cable products at social facilities under construction in the republic.

Today, an economic business forum was held at the Tatarstan Chamber of Commerce and Industry with the participation of the Eastern Black Sea Exporters Association of Turkey (DKİB).

At the forum, a plenary session was held, where representatives of the Turkish side made a presentation of the Eastern Black Sea region of Turkey.

Deputy Minister of Industry and Trade of Tatarstan German Lerner made a welcoming speech on behalf of the Tatarstan Ministry of Industry and Trade. He noted the importance of Tatarstan-Turkish cooperation and expressed readiness for the further development of mutually beneficial trade and economic relations.

The forum also hosted business meetings and bilateral negotiations with representatives of Turkish companies engaged in various activities, such as manufacturers of automotive equipment, furniture products, construction contractors, manufacturers of copper, zinc, and lead products, and others.

The Eastern Black Sea Exporters Association (DKİB) was established in 1998 in Trabzon to support enterprises in the region in promoting their products to foreign markets. More than 2,000 companies are members of the Association. The main sectors of the companies’ activities are the production of building materials, agriculture, food industry, mining and processing of minerals.

Representatives of Czech companies arrived today at the Ministry of Industry and Trade of Tatarstan with a business mission. Their visit was organised by the CzechTrade promotion agency. The agency is a non-profit organisation of the Ministry of Industry and Trade of the Czech Republic at the Consulate General of the Czech Republic in Yekaterinburg.

The purpose of the visit is to explore opportunities of cooperation with enterprises in Tatarstan.

The companies participating in the business mission to Tatarstan include LDM (manufacturers of piping valves), Dimer Group (manufacturers of industrial sealants), and Škoda Praha (engineering service providers).

At a meeting with representatives of the Ministry of Industry and Trade of Tatarstan, experts from Czech enterprises described the core activities of their companies and expressed their intention to cooperate with industrial enterprises in Tatarstan.

Today, the Tatarstan Cabinet of Ministers hosted a briefing on the visit to Tatarstan of a Turkmenistan delegation led by Turkmenistan President Gurbanguly Berdimuhamedow. The event was attended by Deputy Prime Minister and Minister of Industry and Trade of Tatarstan Albert Karimov, Tatarstan Minister of Culture Irada Ayupova, and Principal of the Kazan Federal University Ilshat Gafurov.

Cooperation of Tatarstan and Turkmenistan is fruitfully developing in various areas.

On June 22, 2019, the delegation headed by Deputy Chairman of the Turkmenistan Cabinet of Ministers, Minister of Foreign Affairs Rashid Meredov arrived in Kazan. The Turkmenistan delegation included heads of relevant ministries and agencies, as well as large state corporations. Turkmenistan President Gurbanguly Berdimuhamedow arrived in Tatarstan on the morning of June 23, 2019.

Government delegations of Tatarstan and Turkmenistan made a tour of the exhibition of industrial enterprises near the Kazan International Airport. Later, a meeting was held in the Kazan Kremlin, with industrial cooperation as the main topic for discussion. Particular attention was paid to the opening of the Consulate General of Turkmenistan in Kazan and increasing the number of flights between Kazan and Ashgabat, which are operated by a Turkmenistan airline.

In conclusion, a number of agreements were signed between the parties.
