Within the framework of the St. Petersburg International Economic Forum in 2017, the Ministry of Industry and Trade of the Republic of Tatarstan, KAMAZ, the Association of Autonet Market Participants “Non-Commercial Partnership Autonet”, and the Specialised Organisation of the Kama Machine-Building Industrial Cluster signed a four-party cooperation agreement.

The signing ceremony was attended by Deputy Prime Minister and Minister of Industry and Trade of Tatarstan Albert Karimov, Director General of KAMAZ Sergey Kogogin, Director General of the Association NC Autonet Vladimir Kolmakov, and a representative of the SO Kama Machine-Building Industrial Cluster Zhanna Khaliullina.

The agreement is intended to consolidate the interaction within the framework of implementing the Autonet projects of the National Technological Initiative, as well as on other issues and areas. Joint activities, according to the agreement, imply the creation and development of the market of unmanned vehicles on the KAMAZ chassis, the necessary infrastructure for this, including the same within the allied production of a number of elements for its component base. In addition, the cooperation suggests arranging joint actions to protect intellectual property and associated rights to be created as a result of such cooperation.

Today, on June 1, the official delegation of the Republic of Tatarstan, headed by Tatarstan President Rustam Minnikhanov, took part in the 21st St. Petersburg International Economic Forum (SPIEF’2017) to be held from June 1 to June 3 under the motto “Achieving a New Balance in the Global Economic Arena”. The Ministry of Industry and Trade of Tatarstan in the composition of the republic’s delegation is represented by Minister Albert Karimov.

The Tatarstan delegation will hold talks with representatives of foreign and domestic companies, including MSD International, IBM, Schneider Electric, Rockwool International, RusHydro, etc. In addition, a number of agreements on cooperation will be signed.

In total, 108 business events will be organised within the framework of the SPIEF’2017.  The Forum will be attended by 39 ministers from 26 countries, heads of 72 Russian regions, 250 heads of the largest foreign companies, and over 700 heads of Russian companies. The total number of participants will be more than 5,000.

In the course of the previous St. Petersburg International Economic Forum, a total of 356 agreements were signed for more than one trillion roubles.

On May 31, the regional session of the Multidimensional Cities of Russia information and technology forum was held on the premises of the Kazan National Research Technology University. This is a series of regional events (sessions) for implementing ideas in the field of information modelling, digital engineering, and management of complicated industrial facilities at all stages of their lifecycle.

In the demonstration zone, participants could study the possibilities of information and simulation modelling on live examples. The stands presented virtual testing areas in manufacturing and power industries, augmented reality glasses, 3D scanner in action, Russian import-independent information modelling technologies, and live information models of Russian industrial facilities.

Two sections were held in the Assembly Hall: “Topical Engineering Methodologies and Their IT Implementation” and “Industry 4.0. Digital Production Today: New Ways to Tackle Operational Routines”.

Denis Marinenkov, Director of NEOLANT’s Engineering Models Division, explained what a Digital Asset is and how it can be used for optimising project creation and management. Nikolay Salnikov, Deputy Director of NEOLANT’s Engineering Solutions Division, described how it is possible today to solve the tasks of providing security and training personnel using simulation models.

On May 31, Head of the Russian office of Rusan Pharma Ltd. Ashok Kumar and Director of the Semashko National Research Institute of Public Health Ramil Khabriev paid a working visit to Kazan.

During the visit, a meeting was held with KFU principal Ilshat Gafurov, as well as a tour of relevant departments at the KFU: the Institute of Fundamental Medicine and Biology, the University Clinic, and laboratory facilities of the Scientific and Educational Centre for Pharmaceuticals. Further, at a meeting in the Ministry of Industry and Trade of Tatarstan with executives of Tatneftekhiminvest-Holding, Tatkhimfarmpreparaty, Karpov Chemicla Plant, and KFU, a presentation was made of the capabilities of this Indian pharmaceutical company in finished medicines and substances, and in R&D areas.

In turn, Ashok Kumar was acquainted with the idea of ​​creating a specialised pharmaceutical site in the republic and was briefed on business profiles of pharmaceutical enterprises in Tatarstan.

As a result of the meeting, the areas of cooperation were identified and a number of further practical steps were outlined for interaction between the parties.

On May 31, 2017, the General Reporting and Election Meeting of the Association of Enterprises and Industrialists of the Republic of Tatarstan (TAEI) was held at the Korston Hotel & Mall. The event was also attended by Deputy Prime Minister and Minister of Industry and Trade of Tatarstan Albert Karimov.

TAEI President Alexander Lavrentiev delivered a speech “On the Work of the Tatarstan Association of Enterprises and Industrialists in 2014-2016 and Its Tasks for the Forthcoming Period”. The report on the financial and economic activities of the TAEI was presented by Chairman of the TAEI Audit Commission, Director General of the Kazan Electropribor Plant Pavel Shatskikh.

Addressing the Meeting, Tatarstan President Rustam Minnikhanov positively assessed the activities of the TAEI and wished the organisation to continue making its contribution to solving the problems of republic’s socioeconomic development.

The Tatarstan President presented awards to a number of executives. On that day, the delegates to the General Meeting re-elected TAEI President Alexander Lavrentiev and TAEI Director General Alexei Pakhomov. The TAEI vice-presidents and members of its Council and its Audit Commission were also elected.

Based on the results of the Meeting, a Decision was adopted to identify the main tasks facing the TAEI Council and Executive Directorate in the forthcoming period.

The Russian Ministry of Finance explained in which cases no penalties are imposed for failure to use online cash registers. In accordance with the Federal Law, cash register equipment shall be compulsorily used in the Russian Federation by all entities and individual entrepreneurs when making their settlements.

Exceptions are, for example, entities and individual entrepreneurs making settlements in distant and hard-to-reach areas (a list of distant or hard-to-reach areas is approved by a public authority of the constituent entity of the Russian Federation) or entities selling ice cream, soft drinks on tap in kiosks, or rendering shoe repair and shoe care services. A complete list of such entities and individual entrepreneurs is specified in Article 2 of Federal Law No. 54-FZ of May 22, 2003.

At the same time, the Federal Tax Service of Russia informs that, in the presence of circumstances indicating that an entity or an individual entrepreneur has taken all measures to comply with the requirements of the Russian legislation on the use of CRE (for example, concluded an agreement with the fiscal drive manufacturer for the delivery of a fiscal data storage drive), it shall not be held liable (relationships between the provisions of Parts 1 and 4 of Article 1.5, Part 1 of Article 2.1 of the Code of Administrative Offenses of the Russian Federation).

Corresponding explanations were given by the Ministry of Finance of the Russian Federation in its Letter No. 03-01-15/33121 of May 30, 2017.

Vladimir Putin signed a Decree abolishing a number of special economic measures against Turkey. This is stated in a message on the Kremlin's website.

In particular, changes are made to the Decree No. 583 of November 28, 2015 “On Measures to Ensure the National Security of the Russian Federation and on the Protection of Citizens of the Russian Federation against Criminal and Other Illegal Acts and on the Application of Special Economic Measures against the Republic of Turkey”. The document lift prohibitions or restrictions for Turkish companies to perform certain types of work, the list of which was set by the government. In addition, the ban of January 1, 2016 on hiring Turkish citizens for employment in Russia is also lifted.

The document states partial resumption of the agreement of 2010 on reciprocal travel of Russian and Turkish citizens. Vladimir Putin ordered the introduction of a visa-free travel for Turkish citizens who are members of the crews of Turkish aircraft or having service passports and sent to Russia on short-term business trips, as well as members of their families, “subject to the adoption by the Republic of Turkey, on the basis of reciprocity, similar measures in relation to citizens of the Russian Federation having valid service passports”.

The Ministry of Industry and Trade of Russia announces the collection of proposals for compiling the List of Technology Areas, with an aim of selecting Russian organisations to be granted subsidies from the federal budget for partial compensation of their R&D expenses in priority areas of the civil industries within the framework of implementing complicated investment projects by such organisations in accordance with the Rules approved by the Resolution of the Russian Government No. 1312 of December 30, 2013.

Proposals are accepted in accordance with the attached form on or before June 30, 2017 by the Department of Strategic Development and Project Management, at 7 Kitaygorodsky Proyezd, Moscow 109074.

Today, the Ministry of Industry and Trade of Tatarstan hosted a meeting between Deputy Prime Minister and Minister of Industry and Trade of Tatarstan Albert Karimov and the delegation of the Republic of Singapore headed by Senior Minister of State for Ministry of Trade and Industry and Ministry of National Development, Mr. Koh Poh Koon.

 

From the Republic of Singapore, the meeting was attended by Ambassador Extraordinary and Plenipotentiary of the Republic of Singapore to Russia Lim Kheng Hua, Director for Russia and CIS at International Enterprise Singapore Raheed Nargund, Director of Emerging Markets Division at the Ministry of Industry and Trade of Singapore Wong Toon Joon, and others. Tatarstan was represented by Deputy Minister of Industry and Trade of Tatarstan Ildar Mingaleyev, Assistant to Director General for Government Relations at the Simonov Experimental Design Bureau Ilyas Akulov, and employees of the Ministry of Industry and Trade of Tatarstan.

 

During the meeting, Deputy Prime Minister and Minister of Industry and Trade of Tatarstan Albert Karimov held a presentation of the industrial potential of Tatarstan. The guests heard the success stories of foreign companies already operating in Tatarstan. The parties also discussed the mechanisms and prospects for mutually beneficial cooperation.
