Please note that on November 2, Russian Prime Minister Mikhail Mishustin signed a Resolution simplifying the operational procedures with the drug movement monitoring system. More information about the changes can be found on our website.
Prime Minister Mikhail Mishustin signed a Resolution that simplifies the operational procedures for drug circulation monitoring system. Given the increased demand for drugs and the epidemiological situation, the simplified treatment will function until all industry participants are fully prepared. What’s changed now?
• Pharmacies and medical institutions can withdraw drugs from circulation through cash desks and disposal registrars immediately after notifying the system about the drugs received by them.
• Until July 1, 2021, additional simplified mechanisms for “reverse acceptance of drugs” are introduced for imports into Russia and circulation within the country.
• Until February 1, 2021, one more simplification is introduced: manufacturers are required to put codes on drugs, pharmacies should scan them at the cash desks, and all operations of goods circulation are facilitated both within the country and during imports.
In all cases, the system will complete the drug circulation chain and analyse the supplied data. This will ensure control over the safety and legality of drugs.
The Government decree applies to all actions with medicines starting from July 1, 2020. The changes apply to all drugs, with the exception of medicines from the 12 HCD categories.
This document amended Government Resolution No. 1556 of December 14, 2018.
On November 1, the first stage of introducing mandatory digital marking of tyres will start in Russia. This is specified in Russian Government Resolution No. 1958 of December 31, 2019.
Buyers will be able to check the legality of marked tyres and their consumer properties using the Chestny Znak (Honest Sign) application: for this, they have to scan a unique Data Matrix code printed on the tyre.
For citizens, the introduction of marking means a guarantee of confidence in the purchase of high-quality and safe goods. For example, there is no longer any risk of buying used tyres disguised as new ones. A bona-fide business would have more loyal customers, as well as an ability of automating and optimising business processes and expanding market share due to departure of unfair players. For the State, marking is the digitalisation of entire industries and administration, transparency of trade flows.
From November 1 onwards, all importers and manufacturers are obliged to produce and import marked tyres only, while wholesalers working with them directly are obliged to submit information about the purchase of such tyres and their withdrawal from circulation to the federal information system.
Retailers selling marked tyres should also transmit information about their withdrawal from circulation to the Chestny Znak system starting from November 1.
More and more commodities are protected against counterfeiting by mandatory marking. Therefore, the Ministry of Industry and Trade of Russia, together with the Advanced Technology Development Centre operator, continue to conduct trainings for manufacturers and retailers on connecting to the system and working in it.
In October, webinars will be devoted to product groups for which mandatory marking has already been introduced or an experiment is underwayб such as tobacco products, shoe products, light industry commodities, perfumes and toilet water, photo goods, dairy products, tyres, and medicines for medical use.
Since July 1, 2020, mandatory marking has been introduced for tobacco products, shoes, and medicines. On October 1, 2020, the requirements for mandatory marking with identification means came into force for photographic goods, perfumes and eau de toilette. From November 2020, the marking will affect car tyres, and from the beginning of 2021, new requirements will apply to the sales of work wear, knitwear, coats, raincoats, jackets, as well as bed linen, table linen, toilet and kitchen linen.
Until March 1, 2021, Russia is conducting an experiment on marking packaged water, and until December 31, dairy products. Participants will be able to test the product marking mechanisms and their own business processes, as well as to benefit from the support of the marking information system operator in setting up the processes for applying marking codes for products.
Starting July 1, Russia will introduce mandatory digital marking of medicines, footwear, and tobacco products. From this date on, the requirements for mandatory marking of pharmaceutical products for medical use by manufacturers and importers, as well as the ban on the circulation of unmarked footwear and tobacco products (cigarettes) come into force.
Information on the movements of marked medicines, footwear, and tobacco products at each link at all stages of product distribution (on each transaction) should be transmitted to the state information marking system.
The “Chestny Znak” (Honest Sign) application developed by the operator of the state information marking system is available for smartphones on iOS and Android. To date, more than 230,000 participants are registered in the marking system. The Honest Sign application was downloaded by about 800,000 users, and about 7 million products were checked. In the event that illegal products are detected, this fact can be reported to the system directly from the application; information will be received by supervisory authorities.
About 13 billion codes were issued for tobacco products, 2 billion for shoes, 1.4 billion for medicines, 1.1 million for dairy products, 1.2 million for tyres, and 1.1 million for light industry goods.
The next category of goods for which marking is mandatory, will be photo products, perfumes, and eau de toilette (from October 1, 2020).
You are invited to take part in the Hotline on marking, which is conducted by the Ministry of Industry and Trade of Russia and the Advanced Technology Development Centre Operator on June 25, 2020.
Please be reminded that starting July 1, 2020, applying identification marks and submitting information related to the movement of medicines, footwear, and tobacco products to the information marking system is mandatory.
During the Hotline, participants in the turnover of goods that are subject to mandatory marking will have an opportunity to ask questions of interest both online and through sending questions in writing to specific recipients and to receive answers as soon as possible after the event.
The necessary information about the event is available online on the official Chestny Znak (Honest Sign) website: https://честныйзнак.рф/lectures/vopros2020/.
