In accordance with the Footwear Marking Rules approved by Resolution of the Russian Government No.860 dated July 5, the compulsory marking of footwear was introduced since July 1, 2019. The Rules stipulate that from March 1, 2020, footwear may not be put into circulation, circulated, or put out of circulation in the Russian Federation without applying identification marks to them and submitting information about marked goods to the information marking system.
As a result of incoming appeals of individual participants in the footwear market about their ill-preparedness to submit information on the circulation of marked footwear to the information marking system, the Russian Ministry of Industry and Trade has developed a draft resolution of the Russian Government on introducing amendments to the above Resolution, which includes, inter alia, postponement of the start date for the submission of information by footwear circulation participants to the information marking system on putting into circulation and circulation of marked footwear until June 1, 2020; postponement of the end date for marking unsold footwear until August 1, 2020; postponement of the end date for marking footwear imported into the Russian Federation after March 1, 2020, but purchased before March 1, 2020, until July 1, 2020.
Starting from March 1, 2020, participants in the circulation are obliged to receive and apply marking codes on footwear and to put marked footwear out of circulation. Also, starting March 1, 2020, the circulation of unmarked footwear is prohibited.
