Improving heat supply system in Tatarstan

Today, the Tatarstan Ministry of Industry and Trade hosted a meeting in pursuance of the instruction by the Prime Minister of Tatarstan on the introduction of the “alternative boiler house” method in Tatarstan. The meeting was chaired by Deputy Minister of Industry and Trade of Tatarstan Almaz Khusainov.

The participants included representatives of the executive committees of Kazan, Nizhnekamsk, and Naberezhnye Chelny, the Tatarstan Ministry of Construction, Architecture and Housing, the State Committee of Tatarstan for Tariffs, and the concerned companies, such as Tatenergo, TGK-16, Nizhnekamsk CHP, and Kazenergo.

The main topic of the meeting was the issue of improving the republic’s heat supply systems, including control of heat tariffs for consumers. The participants discussed tariff restraint options suggested by the State Committee of Tatarstan for Tariffs: the creation of an independent heat supply organisation, the introduction of the concept and the development of a mechanism for CHP investment tariff to produce thermal energy in hot water, as well as the introduction of the “alternative boiler house” method.

Alternative Boiler House is the unofficial name for a new method of calculating heat tariffs, which allows for an influx of investment in the heat supply industry, a technique for determining the value of the tariff and a model of relations between heat market participants.
